
Background:
Harikar NGO is a neutral, non-governmental, non-profit humanitarian organization established on 30th May 2004 by a group of social activists. Harikar NGO as stated in its mission statement strives toward the fulfilment of human and women rights in Dohuk Governorate as stipulated in the new Iraqi constitution of 15th October 2005. Harikar is committed to- within its resources- contribute towards the achievement of the internationally agreed Millennium Development Goals. Harikar believes in human rights, the right of every person to reach his/her potential without discrimination on the basis of race, gender, religion, social segment and ethnicity. Harikar strives to achieve social justice especially among the marginalized vulnerable groups and works towards eliminating all forms of discrimination against women by promoting their capacity to fully participate in community development. Harikar has been able to successfully carry out more than 80 projects, through funding from various partners including UNFPA, RRT/PRT, UNHCR, UNESCO, UNICEF, UNOCHA, Diakonia, UNDP, UNOPS, IRD, Mercy Corps, CARE International, ASB, GIZ, Acted, IRC, IRI, NDI, SCF-UK, Mission east, ICSP and others.
Job Summary:
The project manager manages and supports all activities pertaining to the project management and implementation, including planning, management, monitoring, supervision of all project related activities.
The incumbent is supervised by a Executive Director who defines general work objectives and provides necessary advice and guidance. The incumbent may supervise some staff in the office. The incumbent maintains regular contact on a working level on routine issues with Harikar management, Save the Children project coordinator, other stakeholders and government partners in the area to facilitate the operation. The incumbent directly supervises Harikar staff involved in the project, and reports to the Executive Director and Save the Children Project Coordinator. The duty of the incumbent is to support and monitor the management of project implementation activities and within the geographical area covered by the office while exercising efficiency in the use of available resources for the project.
The Project Manager will undertake the following responsibilities under the direct supervision of Executive Director: -
Duties and Responsibilities:
- The Project Manager is responsible for ensuring that all relations with the communities with which we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about Harikar programme objectives, activities, and methodologies.
- Provide leadership, coordination and guidance on all matters pertaining to the smooth implementation of the Project,
- In coordination and consultation with Harikar management and Save the Children project Strategy are regularly updated and implemented;
- Managing the program field teams and ensuring that they are wholly involved in programme planning, direction, and implementation thereof
- Manage, monitor and report on all activities being carried out by the project implementing staff.
- Develops engagement strategy to encompass areas affected by Project activities.
- Provide technical inputs and guidance and ensure that technical quality and standards are considered during project implementation:
- Collect technical information and analyse associated opportunities and risks; as well as identify and collaborate with relevant technical authorities and partners;
- Develop team capacity at both the individual and group level by organizing/ facilitating trainings internally or through specialist agencies / individuals.
- responsible for the management of project staff and for ensuring that all field teams are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity. The Project Manager shall ensure that Project staff are given training and complete all the necessary documentation in line with programme requirements.
- Project Manager shall ensure that he/she regularly meets with HR, Finance, and Logistics Departments to ensure that support mechanisms such as the Budget Follow Up, Procurement plan, and recruitment are completed on time and reflect operational realities/needs.
- Set work plans and manage project's activities to achieve the project goals and draft weekly and Monthly reports to be submitted to the Executive Director and collaborate closely with the Partner unit as part of monitoring and evaluation activities. He/she will be expected to provide reports covering activity implementation, achievement of objectives, successes / challenges, beneficiary feedback, etc.
- Develop and maintain positive interactions with local government officials (to facilitate approvals, document processing, and understanding of proposed and pending changes in regulations/other operating strategies).
- The Project Manager is expected to facilitate trainings or programme coordination meetings by leading discussions. Moreover, he/she shall be in a position to present Harikar and programmatic strategies and activities in camp meetings or for Local Authorities.
- Oversee the day-to-day activities and require a group of people to work together to ensure the desired result is achieved, the most efficient resources are used and the different interests involved are satisfied.
- Represents HARIKAR at government functions/social events, arranges meetings and events with government as required.
- Prepares/implements meeting plans, meeting documentation, identification of key issues and NGOs follow-up and Participates in internal meetings, staff meeting, roundtable discussions, and consultations as appropriate
- Provide Performance evaluation of the staff under His / Her Line Management
- Assist in writing proposals for any new projects
- Undertake any other task assigned to him by the direct supervisor.

Reporting:
- Support in preparation and submission of the Reporting activities of the project to Harikar and Save the Children (Weekly, and Monthly)
- Update and Provide Figures and Activities updates on weekly and Monthly basis to the Harikar and Save the Children.
- Provide/update on any project related information and shared with Harikar management and Save the Children project coordinator.
Technical / Professional:
- Bachelor’s degree in Humanitarian Science.
- Minimum of 3 years professional administrative and management experience, prior experience in national/international organizations preferred;
- Good organizational skills;
- Excellent computer literacy with Microsoft Office applications, including Word, Excel and Outlook, experience in budget tracking tools, PowerPoint and/or Access;
- Excellent knowledge of Kurdish, English and Arabic language;
- Candidate is expected to quickly learn, understand and follow HARIKAR office administrative processes and procedures;
- Ability to manage time effectively
Coordination:
- Coordinate with the stakeholders in Zakho District and the other acting agencies & NGOS in that district.
- Coordinate with the Governmental actors related to the project.
- Represent Harikar in the coordination meeting.
- Supporting Harikar Director for any other tasks related to Project Manager Skills and responsibilities.

Working Hours
- Working hours are fixed from 8:00am to 3:30pm, Sunday to Wednesday, and 8: 00 a.m. to 3: 00 p.m. on Thursday
