
General scope of the position:
Under the direct management of the project manager, he/she is the lead expert for CDE to provide MEP engineering technical support to healthcare facility or medical project.
Essential duties and responsibilities:
The MEP engineer support the beneficiary staff in the technical follow-up of all MEP related issues (mechanic, electricity, medical gases, and plumbing) and the implementation of the required technical processes at the targeted projects.
The MEP Engineer support all mechanical, electrical and plumbing activities with the Project team until the completion of the required works, in relation to the various external and internal partners.
Working under the technical supervision of the CDE MEP Engineer (HQ based), the MEP Engineer handles the following activities:
- Support the design of the required MEP works at the designated healthcare facility or medical project:
- The MEP Engineer supports the design of the required MEP works to be implemented at the healthcare facility, including construction or rehabilitations in specific sensitive department and technical installations (operation rooms, sterilization, laboratories, medical equipment support services (therapeutic and diagnostic equipment) ), HVAC, Medical gases plant, water treatment system replacement and modification.
- Monitoring the following aspects of the healthcare facility project:
- Mechanical (Heating, Ventilation, and Air Conditioning HVAC, other mechanical complements)
- Electricity low and extra low voltage
- Plumbing
- Medical Gases
- Fire system
- Site follow and technical monitoring of all MEP works and tasks to be executed at the designated healthcare facility or medical project: (Mechanical, Electricity, Plumbing, Medical Gases)
- Check the conformity of the execution with the contractual documents and propose corrective action plans in case of discrepancies.
- Carry out regular visits and write reports to the line manager and CDE (HQ Based) MEP Engineer.
- Facilitate coordination, site meetings and report writing.
- Verify the conformity of the administrative and financial documents related to the MEP and share relevant comment to the Admin/Finance/HR department and the line manager.
- Participate in the organization aspect related the MEP part :
- If a re-evaluation is needed, provide technical description and cost estimation in anticipation of the continuation of the MEP related activities and mitigation plan.
- Manage and monitor the progress of the various milestones set in the general contractor's contract.
- Anticipate the needs for the development of donor’s administrative files.
- Participate in the follow-up of the work of the various trades involved in the project related or effect the MEP aspect.
- Control the quality and technical requirements of the project and ensure compliance with the construction study design and standards.
- In the field, participate in the coordination of synthesis MEP studies.
- Monitor MEP activities (contract) and their progress against the initial schedule, contribute to the collection of indicators, and anticipate possible changes or delays. Share relevant information with the infrastructure team, Security and Logistic department, Head of Mission and the headquarters.
- Provide a technical advisory role in your specialty and provide support for CDE program departments, as requested by the HoM:
- Participate in complementary studies and elaborate technical answers in collaboration with CDE's Iraq program office team: methodological notes, technical argumentation notes for any potential new projects to be developed by CDE in Iraq.
- Participate in missions’ activities (upon request), conducting the need assessment reports related to MEP specialty.
Qualifications:
You have 3-5 years of successful experience in hospital MEP engineering (new construction and renovation) and in dealing with all trades with real management skills.
Training and diploma:
BSc. Or MSc in Mechanic, electro-mechanic. Mechatronics.
Required skills:
- In-depth knowledge of Mechanical, Electrical, Plumbing, and Medical Gases systems in healthcare facilities.
- Proficiency in supporting the design and implementation of Mechanical, Electrical, plumbing works, including HVAC, medical gases plant, and water treatment systems.
- Demonstrated analytical skills.
- Proficiency in AUTOCAD, REVIT and preferably ASHRAE.
- Good cross-sectional knowledge of building and BIM
- Rigor, analysis, and synthesis capability
- Excellent organizational skills
- Demonstrated capacities to work with colleagues.
- Knowledge of the functioning of international NGOs
- Computer proficiency in Microsoft Office Package
- Patience, flexibility, and capacity of adaptation
- Good interpersonal skills
- Stress management, ability to manage fatigue and set limits.
- Adherence to humanitarian principle and CDE’s code of ethics.
Languages:
Good verbal and written communication skills in English and Arabic.
Knowledge of Kurdish is desirable.
French is an asset.
