About the Project
The project aims to strengthen resilience among female youth, women and children in Mosul by providing psychosocial support, spaces for emotional well-being, and opportunities for personal development.
For women and female youth, the project will enhance coping strategies and economic empowerment through climate-mainstreamed livelihood opportunities.
For children, the project will enhance emotional resilience through creative, recreational, and peer-support activities.
By building resilience and reducing social isolation, the project will contribute to community stability and long-term well-being in post-conflict-affected areas.
Job Summary:
CARE Iraq is hiring an Economic Inclusion and Livelihoods Coordinator to provide implementation support of women’s income-generating and entrepreneurship activities in Mosul. The role focuses on supporting female youth and women through business training, mentorship, and access to climate-resilient livelihood opportunities, while linking participants with public support systems like MOLSA.
The ideal candidate is experienced in scaling women-led businesses, understands Iraq’s labor market challenges, and brings both technical and stakeholder engagement skills. The role also involves project management, budget oversight, and coordination with CARE’s MEAL and finance teams to ensure high-quality implementation and reporting.
The position is part of a psychosocial and economic empowerment project aimed at strengthening community resilience in post-conflict Mosul, with a strong emphasis on equity
between men and women, climate justice, and lasting impact.
Key Responsibilities and Tasks:
Income Generation
- Oversee the design and delivery of training on sustainable business skills and circular economy approaches.
- Facilitate sessions on financial literacy, business management, and other livelihood-related topics as needed.
- Guide assessments to identify participants’ business needs, interests, and market access challenges.
- Ensure high-quality mentorship and coaching support tailored to each participant’s goals.
- Support the coordination of the provision of in-kind assistance packages for startups and existing women-led businesses.
- Facilitate connections with local markets, fairs, and digital platforms to enhance product visibility and sales opportunities.
- Ensure participants are equipped with the tools and support needed to sustain income-generating activities beyond the project’s duration.
Project Management
- Able to follow structured project management approaches and tools, with a strong ability to use technology to stay organized and ahead of deadlines.
- Able to develop clear, visually appealing dashboards, use RACI charts, trackers, and workplans to keep everything on track, and ensure the whole team stays aligned and informed.
- Brings a disciplined and proactive approach to project planning, with the ability to efficiently organize and deliver activities—especially key events and trainings—without unnecessary delays or last-minute scrambles.
- Has a proven track record of executing well-established activities with speed, clarity, and structure.
- Ensure timely implementation of project activities in accordance with donor requirements.
- Collaborate with and support partner staff as needed to ensure timely and high-quality implementation.
- Coordinate with MEAL to integrate feedback and lessons learned into project delivery.
- Collaborate closely with the Climate Change Advisor and the Equity and Social Justice Advisor for project implementation and learning.
Financial Oversight and Reporting
- Serve as budget holder for the project, overseeing financial management and compliance with donor regulations.
- Monitor expenditures, forecast budget needs, and ensure cost-effective use of resources.
- Contribute to high-quality progress reports by compiling data and verifying partner inputs.
- Maintain alignment between donor reporting and project objectives.
Visibility and Advocacy
- Support CARE’s visibility and leadership in women empowerment and protection-related local and national forums and coordination working groups, emphasizing the organization’s integrated approach linking economic inclusion with protection and mental health.
- Contribute to advocacy efforts by sharing learning, identifying gaps, and proposing programmatic solutions that integrate livelihoods with mental health and protection.
- Bachelor’s degree in a related field.
- Minimum 5 years of experience in supporting women’s economic empowerment, livelihoods, or enterprise development programs.
- Strong understanding of labour market challenges and opportunities in Iraq, including barriers for young women’s employment and entrepreneurship.
- Proven track record in scaling small businesses or leading income-generation initiatives, especially for conflict-affected women and youth.
- Ability to facilitate engaging and participatory workshops.
- Experience working with or engaging government entities such as MOLSA, and familiarity with national social protection systems and employment programs.
- Knowledge of circular economy, climate-resilient livelihoods is a strong asset.
- Fluency in English and Arabic is required.

- Employees are encouraged to re-share CARE’s social media posts and follow official CARE channels on LinkedIn, Facebook, and Instagram to help amplify the organization’s message.
- Ensure the organization’s logo and online presence are used professionally, with misuse potentially leading to disciplinary action.
