Mission 1: Project implementation
Responsibility 1: Ensure the implementation of the project, in line with the logical framework and allocated budget
- Contribute to project planning and implementation in line with the existing frameworks.
- Participate in the planning and development activities, tools, and related resources. Collaborate with the technical unit and support services to implement the action plan.
- Ensure that the line manager's approved actions are carried out and that resources are allocated appropriately.
- Monitoring project progress: Under the supervision of the PM track the progress of the activities, identifying any issues or delays, and report to the project manager to take corrective action as needed.
- Conduct regular field visits to the project implementation areas assigned by the PM/ AM to ensure project activities are implemented according to project plans.
- Report general progress and issues identified to the line manager.
- Managing quality: ensure the project meets the required quality standards.
- Upon request (and when needed) Participate in the design and dissemination of tailored Information, Education, and Communication (IEC) materials to support the project activities.
- In coordination with the Inclusion Technical Officer (TO), plan, implement, and follow up on technical training and material development.
- As requested by the project manager, ensure frequent reporting of activities and contribute to internal and external reporting.
- Contribute to identifying the project's areas needing adjustment and suggest changes to the project manager.
- Ensure that all project documents and information are correctly archived.
- Cooperation with the MEAL unit for ensuring quality of services and provided needed documents, data and reports compliant with the donor and HI rules
- Coordinate with support function (with or through the PM) to allocated the needed resources for the implementation of the project
- Assess existing social/media actors to promote for the project activities and ideas
Mission 2: contribute to partnership and sub-grantees management.
- Support the project manager in managing and supporting the HI partnership process from the assessment stage till the closure of any ongoing partnership in collaboration with HI technical focal points including partnership agreement development, amendments, and signatory.
- In close collaboration with the technical unit (at Iraq and regional level) support in identifying gaps in knowledge and practices in relation to disability and inclusion and suggest areas of development.
- Participate in the partnership review and partnership closure reports.
- Based on delegation from the project manager, facilitate communication with partners, partners’ administrative and financial requirements follow-up in close collaboration with the support service team.
- Create synergies between the different stakeholders.
- Co-facilitate the training Lead by the project manager on the training and capacity-building process for the partners and liaise with all departments (internally) to ensure proper follow-up on the capacity-building plan.
HI POLICIES:

- Follow up closely on the progress of the projects’ activities implemented by HI partners given the set objectives and related targets.
- Develop and maintain professional and productive relationships with partners.
- Report any concerns or questions partners may have to the direct project manager.
- Facilitate regular meetings with the partners and take meeting minutes and work on capitalization and information sharing with relevant departments
- Interpretation (Arabic/English – Kurdish/English) when needed
- Follow up with Grants team on partnership assessments updates and other relevant documents including archiving of all files in proper way respecting HI rules.
Responsibility 1: Lead and monitor sub-grantees' activities across multiple regions
- Lead and oversee the activities of 8 sub-grantees: 4 in Sulimaniya, 2 in Basrah, and 2 in Ninawa, ensuring alignment with project objectives and compliance with HI's standards.
- Conduct weekly field visits to assess progress, provide technical support, and address challenges faced by sub-grantees.
- Develop clear monitoring mechanisms and tools to ensure sub-grantees' activities are tracked against set objectives and deliverables.
- Facilitate regular communication with sub-grantees, ensuring they receive timely guidance and support, and ensure effective coordination between them and HI’s technical and support teams.
- Provide technical guidance to sub-grantees on project implementation, ensuring adherence to budget, timeline, and project quality standards.
- Under project manager supervision lead review meetings with sub-grantees to evaluate progress, identify bottlenecks, and discuss potential areas of adjustment or improvement.
- Ensure proper documentation and reporting by sub-grantees in line with donor and organizational requirements, working closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) unit.
Responsibility 2: Strengthen partnerships with sub-grantees and stakeholders
- Foster productive and professional relationships with sub-grantees and other stakeholders, including local authorities and civil society organizations.
- Ensure that sub-grantees’ capacity needs are assessed and addressed through targeted training and capacity-building initiatives.
- Liaise with HI’s technical and support teams to address administrative, financial, and operational challenges faced by sub-grantees.
- Ensure the capitalization of key learning and good practices from sub-grantees' projects and ensure they are shared across relevant departments.
- Regularly update the project manager on sub-grantees' progress and any significant risks or challenges that may require intervention.
Note that this job description must remain flexible to respond to additional tasks or changes identified by the line manager.
2-3 years as a Project officer within the development or humanitarian sector with preference for experienced staff in inclusion and disability technical background
Previous experience as a project officer in one of the following sectors:
- Support to civil society, CSOs and OPDs
- Disability and gender inclusion
- Advocacy
Women lead organizations
Qualification
Bachelor’s degree on Social Science or similar fields Language: English, Kurdish, Arabic Travel: ability to travel frequently to Erbil with overnight stay at minimum 3 to 4 times a month, as well as travel to Basrah and Mosul regularly |
