About the NGO:
Voice of Old People and Family (VOP Fam) is a humanitarian, developmental and relief, not-for-profit and non-governmental organization working to achieve a better life for older people and their family members on the basis of a human rights approach. VOP-Fam is registered with the Kurdistan regional government (according to the letter no. 9901 dated October 6th, 2004 issued by the Ministry of Interior) and reregistered with the Directorate of NGOs of the Kurdistan regional government (letter no. 452 dated April 28th, 2013). VOP-FAM is also registered with the Iraqi federal government (letter n. 3554 dated Feb. 27th, 2018). VOP-Fam’s main office is located in Dohuk city but runs projects and activities in a number of other Iraqi cities and towns such as Erbil, Sulaymaniyah and Ninawa Governorates.
Introduction:
The Kurdistan Region of Iraq (KRI) has faced multiple humanitarian and financial crises in recent years, exacerbated by ongoing conflicts with the federal government. These challenges intensified with the arrival of a significant number of internally displaced persons (IDPs) and refugees, particularly to the Duhok governorate, following conflicts with ISIS and regional instability. The sudden influx of IDPs placed immense pressure on the region's already strained infrastructure and public services, creating economic burdens that compounded the effects of a pre-existing financial crisis. Social cohesion has also been tested, as local communities struggled to absorb the new populations while dealing with their own hardships. This combination of crises has further strained the capacity of the Kurdistan Regional Government (KRG), highlighting the need for external support and long-term planning to stabilize the region and restore social harmony.
Goal:
The project aims to rehabilitate schools and enhance the educational infrastructure in the Kurdistan Region of Iraq, particularly in Luzhen, Mazkin and Shahidan schools. Due to years of neglect and over-reliance on these temporary schools, many educational facilities are in dire need of repairs and upgrades. This project will focus on restoring these schools to provide a safe and conducive learning environment, ensuring that children have better access to quality education. Additionally, the project will address protection concerns by creating a secure environment that supports the psychological well-being of students, especially those affected by displacement. Legal assistance will also be provided to ensure children without documentation can enroll in school, removing barriers to education. Ultimately, the goal is to restore educational stability and provide children with a solid foundation for their future.

SUPERVISOR ENGINEER – Duhok
VOP Fam - Iraq Office is looking for a highly qualified and motivated person for the position of Supervisor Engineer - Duhok Office.
MAJOR RESPONSIBILITIES:
Supervisor Engineer
1.Liaising with all the team to assure the quality of the work and performance of the contractor
2.Represent company to oversee assigned Site project activities and ensure project execution is carried out in a safe manner.
- Lead by example to promote the company safety culture.
- Report to Project Management Team on contractor’s performance and project issues. Generate reports as required.
- Work actively with the contractor’s project management teams to understand project objectives and priorities and to meet project objectives with regard to safety, cost control and schedule.
- Understand the detailed engineering drawings and documents to ensure site work are carried out accordingly.
- Oversee field activities and provide daily updates to Project Management Team Engineer on work progress.
8.Be the first point of contact for construction issues at site
- Assist in coordinating preparation of field documents, Safe working statements and risk assessments etc
- Understand and facilitate permit-to-work process so that contractors work can proceed smoothly
- Review and resolve day to day site construction issues/coordination thru work permit system, ensure site safety concerns are being addressed prior to work commencement
- Review and upgrade contractor and sub-contractors' permit application. Ensure site works are carried in compliance to work permits. Provide guidance to contractor’s management team in coordinating preparation of field documents, Safe working statements and risk assessments etc
- Ensure training is conducted to Main Contractor staffs and its Sub Contractors. Ensure new workers coming to site are SH&E orientated and guided
- Review and monitor planned schedule against actual work progress. Develop action plan with contractor’s management team to address slippage in schedule and report/update status to Project Management Team
15.Coordination with local community groups/ Government Departments/ Ot Develop action plan with contractor’s management team to address slippage in schedule and report/update status to Project Management Team
- Study specific site-wide safety issues, e.g. Lifting, cranes, traffic, etc in advance; coordinate these planned work activities with Operation representative such that site work can be proceed per plan
17.Carry out site check to ensure work execution per approved design/drawings. Assist in troubleshooting of in-situ construction issues
18.Ensure equipment, tanks and piping, etc are of safe design and ensure contractor’s field Supervisors/workers work safely on site and know their role and responsibility in Safety when oversee/executing field activities.
- Implement programs and recommendations approve by the project management team/Site Safe Working Committee
- Troubleshoot construction issues and escalate up any construction and S, SH&E issue that not able to resolve on site to Project Management Team.her stake holders (Internal and External)
Reporting and communication
- Ensure that project documentation is prepared, including weekly and monthly project reports on implementation/ construction status, as per requirements of VOP Fam
- Conduct regular development inspections highlighting potential area of concern
- Support Sector Manager in liaising with Finance and Grants team via Project’s Camp Manager in tracking WASH component project expenditure, reviewing financial reports, and addressing queries of related expenditure in timely manner.
Other
- Other tasks as requested by the Line Manager and/or Response Manager
- Safety and Security responsibilities
- Responsible of own security and actively contribute to a positive security culture
- Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
Qualifications & Preferred Skills
KNOWLEDGE, SKILLS AND ABILITIES:
- Bachelor’s degree in Civil.
- Experience in designing and putting bill of quantities, WASH facilities like toilet, bathing cubicles, water supply lines and hygiene promotion for affected people in particular in schools.
- Understands and have implemented PHAST, FOAM and other participatory methodologies in emergency settings
- Experience in water conservation awareness raising campaigns.
- Demonstrated experience in managing WASH grants is preferred.
- Experience in working on Bill of Quantities and design for water and sanitation facilities.
- Experience of working with cross-functional teams.
- Experience in coalition building and ability to rally coalitions and networks to take positions on specific policy issues.
- Fluency in Kurdish & Arabic.
- Working knowledge of English and ability to write reports in English.
- Successful track record in project coordination.
- Ability to manage a wide range of work assignments and changing priorities in high pressure and demanding environment
- Strategic, creative and innovative thinking.
- Demonstrated understanding of the NGO sector, public sector planning in MEER countries.
- Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct and capability of incorporating standards in design, implementation and evaluation of relevant projects
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources
- Ability to respect and relate appropriately to people of other faiths. • Demonstrated experience with relationship building, particularly with governmental entities with strong connections at DoE/MoE levels
- Capacity to established and maintain strong, collaborative working relationships with partners, donors, government officials, local organizations, communities and other stakeholders
- Able to work independently through remote supervision
- Knowledge of INEE Minimum Standards and/or SPHERE Handbook a plus
- Understands work from a process point of view and uses measurement and accountability systems effectively.
- Excellent time-management and prioritization
- 5 years of experience focused in the management of humanitarian programs involving rural communities to promote humanitarian response.
- Experience in project management and programming knowledge in Shelter, WASH in addition to Livelihoods.
Work Environment
Complete Travel and/or Work Environment statements if applicable.
- Up to 60 Per Cent domestic travel.
