Background
Kurdistan Organization for Human Rights Watch (KOHRW) is implementing the project “Building for Peace through Inclusive Service Delivery and Accountable Local Governance in Sinjar and Daquq” under the Nabni – Building for Peace (B4P) Facility. The project works with consortium partners, local authorities, and communities to strengthen trust and cooperation, improve fair and reliable access to water, health, and education services, and promote more responsive and accountable local governance in Sinjar and Daquq. The programme combines peacebuilding, inclusive dialogue, conflict-sensitive infrastructure rehabilitation, environmental and social risk management, and practical follow-up mechanisms with local authorities and communities.
Position Purpose
The WASH Specialist leads technical implementation of the Daquq water-services component under Objective 2. The role is responsible for supporting planning, rehabilitation, coordination, and follow-up related to the targeted borehole intervention and associated activities, including O&M arrangements, Water Service Association support, awareness activities, and technical coordination with the Daquq Water Unit and project stakeholders.
Key Responsibilities
- Water Services Technical Implementation
- Lead the technical planning and implementation support for the targeted borehole rehabilitation in Daquq, including preparation and review of technical requirements and implementation sequencing.
- Support technical assessment, measurement verification, and review of BoQs, specifications, and site implementation requirements for the water intervention.
- Work closely with the Infrastructure Coordinator Engineer and Site Engineer to ensure water-related works are implemented to required technical and quality standards.
- Coordination with Authorities and Communities
- Coordinate with the Daquq Water Unit and relevant local stakeholders on planning, validation, implementation follow-up, and handover arrangements.
- Support improvement planning and validation meetings that translate LPCA-identified water priorities into practical and agreed site-level plans.
- Contribute technical inputs to community meetings, progress reviews, and joint verification visits related to the water intervention.
- Rehabilitation Follow-Up and Quality Control
- Monitor progress of borehole rehabilitation works, including pump and casing-related works, solar-powered RO elements, fencing, access arrangements, and site usability features.
- Check that technical works are implemented in a timely and conflict-sensitive manner and support identification of design or implementation issues requiring correction.
- Support documentation of construction progress, technical observations, and completion records.
- Operations, Maintenance, and Sustainability
- Support establishment of O&M arrangements with the relevant authority for routine maintenance, equipment servicing, troubleshooting, and minor repairs.
- Contribute to development of maintenance manuals, operational guidance, and follow-up mechanisms for the rehabilitated borehole.
- Support capacity building for operators and local counterparts on day-to-day operation, preventive maintenance, and system sustainability.
- Water Service Associations and Awareness Activities
- Support establishment and mentoring of the Water Service Association in Daquq, ensuring practical roles, representation, and linkage with local authorities.
- Contribute to development and validation of water management action plans and follow-up actions by the Water Service Association.
- Support design and delivery of inclusive awareness campaigns promoting sustainable, transparent, and conflict-sensitive use of water resources.
- E&S and Reporting Responsibilities
- Coordinate with the E&S Officer to ensure environmental, social, OHS, and community-safeguarding measures are applied in all water-related activities.
- Prepare technical updates, meeting notes, activity reports, and donor/management inputs related to water-services implementation.
- Maintain technical files, records, and documentation relevant to the water component.
Education
- Bachelor’s degree in Civil Engineering, Water Engineering, Environmental Engineering, WASH, or a related technical field.
Experience
- Minimum 5 years of relevant experience in WASH, water systems rehabilitation, or related infrastructure programming.
- Demonstrated experience working on boreholes, pumps, water networks, small-scale treatment systems, or community water-service improvement interventions.
- Experience working with local authorities, communities, and contractors on donor-funded projects is strongly preferred.
- Experience in fragile or conflict-affected settings is an asset.
Skills
- Strong technical understanding of water-service systems, rehabilitation processes, and operations and maintenance requirements.
- Ability to coordinate with technical and non-technical stakeholders, including communities and directorates.
- Good reporting, documentation, and planning skills.
- Strong problem-solving and field coordination abilities.
Languages
- Arabic and/or Kurdish required.
- Working knowledge of English preferred.
