ABOUT THE POSITION
The Hub Facilitator/Assistant – responsible for the daily operational anchor of the CSO Resource Hub — the person who ensures the hub is open, functional, safe, welcoming, and delivering consistent quality service to all participating civil society organizations, community groups, and project visitors every working day.
The Hub Facilitator reports directly to the Roving Project Officer, who conducts structured weekly on-site visits and provides day-to-day management. Programme quality standards and activity approval authority rest with the Senior Program Manager, whose priorities are communicated to Hub Facilitators through the Roving Project Officer. Financial documentation and petty cash compliance are coordinated with the Finance Manager through the Finance Officer.
PURPOSE OF THE ROLE
The Hub Facilitator/Assistant – manages all day-to-day operations of the CSO Resource Hub, facilitates all training and programme activities, maintains active local stakeholder relationships, ensures complete and timely MEAL documentation, and reports hub performance to the Roving Project Officer monthly and on an ad-hoc basis as required.
KEY DUTIES AND RESPONSIBILITIES
- HUB OPERATIONS & DAILY MANAGEMENT
- Manage the daily operations of the CSO Resource Hub — ensure the hub is open five days per week (or as security conditions permit — minimum three days per week), and remains safe, clean, functional, and fully accessible to all participants including women, youth, persons with disabilities, and minority community members.
- Submit monthly hub activity reports to the Roving Project Officer by the last working day of each month, using the standardised reporting template approved by the Senior Program Manager.
- Manage hub-level petty cash; maintain accurate receipts and disbursement records; submit monthly petty cash reconciliation to the Finance Department by the 25th of each month.
- Maintain an accurate and up-to-date inventory of all hub equipment and supplies; report any damage, loss, or maintenance needs to the Roving Project Officer immediately.
- TRAINING & EVENT FACILITATION
- Coordinate the scheduling, logistics, and execution of all hub-based programme activities, including capacity-building training sessions, advocacy training, youth leadership sessions, peer-learning exchanges, and multi-stakeholder dialogue events.
- Facilitate training sessions and participatory group activities in support of national trainers, international technical experts, and the Roving Project Officer; serve as bilingual co-facilitator where required.
- Manage all event logistics end-to-end: venue setup, audio-visual equipment, training materials preparation, participant catering, transport support coordination, and invitation management — following Cordaid's EU donor visibility guidelines for all materials.
- Demonstrate professional standards in workshop and training protocol management, including accurate participant registration, structured event flow, and post-session documentation.
- CIVIL SOCIETY ENGAGEMENT & STAKEHOLDER LIAISON
- Maintain a comprehensive CSO registry and database for the hub, tracking participant attendance, training feedback scores, CBO-CRA assessment progress, follow-up actions, and CSO contact information — updated after every activity.
- Liaise actively with local government offices, relevant provincial directorates, oil sector regulatory bodies, and community stakeholders across base governorate — building and maintaining the relationships needed for CSO consultation events, regulatory compliance support, and policy engagement activities.
- Identify and mobilise eligible CSOs, youth groups, women's organizations, informal volunteer groups, and minority-led organizations across the governorate for participation in project activities, ensuring outreach reflects the project's commitment to inclusion and diversity.
- MEAL DOCUMENTATION & COMPLIANCE
- Collect and submit all MEAL documentation to the MEAL Officer within three working days of each activity: signed attendance sheets, completed post-training evaluation forms, meeting minutes, event photographs, and CSO feedback notes.
- Ensure all hub activities, materials, banners, and publications comply with EU visibility and donor branding requirements at all times.
- Embed gender-sensitive, youth-inclusive, and disability-inclusive approaches in all hub operations, activity design, and participant engagement.
Required Qualifications and Experience
Education
- Bachelor's degree in social sciences, Education, Management, Community Development, or a closely related field.
Experience
- Minimum three years of relevant experience in project coordination, community facilitation, training support, or CSO engagement within an NGO, development organization, or civil society context.
- Demonstrated experience facilitating workshops, training sessions, or participatory meetings with groups of 20 or more participants — essential.
- Strong knowledge of the relevant governorate's civil society ecosystem, local government structures, and community dynamics.
- Experience working on EU-funded or other internationally funded development projects.
- Petty cash management and basic financial record-keeping experience.
- Familiarity with KoBoToolbox, ODK, or other digital MEAL data collection platforms.
- Experience in gender mainstreaming, youth programming, disability inclusion, or minority rights.
- Experience facilitating multi-stakeholder dialogues or policy engagement events.
Languages
- For Baghdad, Basra and Mosul bases - Fluency in Arabic and English, both written and spoken, is required.
- For Erbil Base - Fluency in Kurdish, Arabic and English, both written and spoken, is required.
Technical Skills
- Computer literacy: Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); experience with KoBoToolbox, Google Forms, or equivalent digital data collection tools is an asset.
- Clear understanding of the base distinct socio-political, tribal, and economic context; prior NGO or development work.
