Description

Background:

Harikar NGO is a neutral, non-governmental, non-profit humanitarian organization established on 30th May 2004 by a group of social activists. Harikar NGO as stated in its mission statement strives toward the fulfilment of human and women rights in Dohuk Governorate as stipulated in the new Iraqi constitution of 15th October 2005. Harikar is committed to- within its resources- contribute towards the achievement of the internationally agreed Millennium Development Goals. Harikar believes in human rights, the right of every person to reach his/her potential without discrimination on the basis of race, gender, religion, social segment and ethnicity. Harikar strives to achieve social justice especially among the marginalized vulnerable groups and works towards eliminating all forms of discrimination against women by promoting their capacity to fully participate in community development. Harikar has been able to successfully carry out more than 80 projects, through funding from various partners including UNFPA, RRT/PRT, UNHCR, UNESCO, UNICEF, UNOCHA, Diakonia, UNDP, UNOPS, IRD, Mercy Corps, CARE International, ASB, GIZ, Acted, IRC, IRI, NDI, SCF-UK, Mission east, ICSP and others.

 

Job Summary:

 

The Protection / PSS officer will be based in Sinuni sub-district in Sinjar / Iraq, with frequent travel to project target locations as security allows and will work directly under the supervision of the Project Assistant and Program coordinator. The Protection / PSS officer is a member of the protection team and will be responsible for conducting protection monitoring, assessments, providing psychosocial support and case management to beneficiaries in target locations.

 

Duties will include but are not limited to the following:

 

RESPONSIBILITIES AND TASKS:

R1. Protection Monitoring

  • Actively identify protection concerns of the persons of concern and respond to them in an effective and timely manner.
  • Use appropriate formats for documenting and referring protection interventions, including PAs (Protection Assessments).
  • Maintain accurate records of protection concerns identified and responded to as per agreed formats.
  • Maintain in-depth knowledge of referral pathways and eligibility criteria to services related to legal protection issues such as registration, documentation, civil status, detentions, SGBV and Child Protection and any other basic and most common protection concerns.
  • Ensure Humanitarian Accountability Principles are mainstreamed in the day-to-day project implementation.

 

R2. Case Management and documentation.

  • Assist in providing psychosocial support to persons of Concern.
  • Facilitate appropriate referrals for survivors and other persons of concern, while adhering to the Survivor centered principles.
  • Assist in organizing for group counseling sessions
  • Conduct Home visits and follow-up for cases as assigned by the supervisor
  • Attend and actively participate in the weekly case conferences sessions
  • Assist in translation during case documentation and counseling sessions when it is deemed necessary.
  • Conduct monitoring visits to the hospital, police and other areas identified as hot spots.
  • Ensure confidentiality is maintained at all phases of client management and documentation

 

R3. Outreach activities in the selected villages

  • Conduct regular community mobilization and sensitization on psychosocial issues and encourage community participation through door-to-door awareness creation session
  • Conduct Focus Group Discussion (FGDs) on different psychosocial issues relevant to the community.
  • Actively participate in Community awareness creation sessions involving all circle of influence, leaders, women, men, boy and girls. And community full participation on Programme activities
  • With supervision of Project Assistant conduct safety audit to identify protection concerns and gaps for women and girls
  • Identify suitable community members, who will form the counseling support groups.
  • Facilitate the support group members’ training on basic Counseling skills and techniques.
  • Attend and assist in facilitating during Community Support groups meetings.
  • Follow-up on the conduct activities and provide feedback to the Project Assessment on gaps and areas of improvement for appropriate support

 

R4. Data Management

  • Maintain an up-to-date data system for all activities conducted:
  • Ensure all individual client sessions conducted for non-GBV cases are recorded in the client intake books and forms daily.
  • Assist in the designing, planning, implementing, and facilitating of external trainings for various target groups.
  • Ensure all field activities are recorded in the field activity form and placed in the file.
  • Ensure that the numbers reached are clearly indicated in the weekly data form.  

 

  R5. Report Writing

  • Assist in preparing daily, monthly, quarterly, and annual reports, progress notes, and treatment plans on time.
  • Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner   
  • With supervision of Project Assistant, compile safety audit reports and timely share

 

 

R6. Referral and Networking

  • Track & Maintain records of client referrals
  • Follow up on all referred clients to ensure they are provided with the assistance needed.
  • Provide feedback on all clients referred for counselling.
  • Have thorough knowledge of the services provided by all agencies working in Sinjar district and its villages to facilitate faster and appropriate referral for the clients.

 

 

R7: Perform any other duties that may be assigned to you by your supervisor

Qualifications & Preferred Skills

Required Qualifications & Experience, Education:

 

  • University degree in Psychology, Social Sciences, Social Work or related field.
  • Minimum 1 year of work experience in Psychology, Social Sciences, Social Work aspects or similar work.
