
BACKGROUND
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.
PIN began its work in Iraq in 2003 focusing on reconstruction and renovation of schools and health centres. After a short break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq, and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk and the Kurdistan Region of Iraq. Typical recipients of our aid are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability.
Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, and climate change.
JOB OVERVIEW
The Admin and Liaison Officer is responsible for managing administrative processes, government liaison activities, and legal compliance to support the organization's operations. This role ensures efficient coordination with local authorities, facilitates expatriate and staff documentation, and maintains regulatory adherence.
Responsibilities:
Administrative and Liaison Support:
- Manage the issuance, renewal, and tracking of Kurdistan residency cards for expatriate employees, including arranging blood tests and processing associated payments.
- Coordinate with local authorities to obtain necessary documentation such as Mukhtar letters, registration, and approvals from Assaish, supporting expatriate staff and organizational operations.
- Support the E-visa and visa application processes for expatriate employees and visitors to KRI and GOI, ensuring clear communication of required documentation to facilitate smooth and efficient processing.
- Handle work and travel permits for national and expatriate staff, including transfer of powers of attorney and updating employee profiles at the DNGO in GOI.
- Coordinates meetings with government stakeholders and ensures smooth representation of PIN to legal entities
- Additionally, ensure proper exit procedures for expatriates exiting the country.
- Assist in preparing, compiling, and submitting annual financial reports for GOI and KRI, ensuring timely and accurate submissions to the relevant authorities.
- Draft official correspondence in Kurdish and Arabic and maintain well-organized documentation and archives of all communications with government departments.
- Support PIN registration processes and ensure the organization's inclusion in government tax registries, including securing the tax file number for PIN in GOI.
- Lead quarterly and annual personal income tax processes in KRI and GOI, including final report submissions and obtaining tax clearance certificates.
- Secure and renew operational permits such as NOC and JCC, facilitating staff movement within KRI and GOI, and ensuring timely submission of required documentation.
- Oversee renewal and proper use of official stamps, PIN templates, and branding assets to ensure legal compliance and organizational visibility.
- Issue powers of attorney in coordination with notary offices, the Ministry of Justice, Foreign Affairs, and other relevant departments to ensure their legal validity.
- Support and assist in obtaining approvals from government ministries, municipalities, local authorities, and stakeholders for new projects, office openings, and closures.
- Lead the registration, setup, and management of social security files and tax accounts for employees in both GOI and KRI, maintaining accurate documentation.
- Prepare and issue annual administrative orders in KRI, ensuring the timely submission of all required documents in coordination with the DNGO.
- Update the management on laws and regulatory changes to ensure compliance with the local laws on time.
- Obtains approvals from the government and local authorities for opening and closing PIN offices in GOI and KRI.
- Maintain comprehensive archives of all administrative, legal, registration, and approval documents in digital (ELO and SharePoint) and physical formats.
- Provide ongoing support for organizational operations related to administrative, legal, and government liaison activities, ensuring efficiency and compliance.
- Proven experience in administrative management and government liaison.
- Strong knowledge of local regulatory requirements in KRI and GOI.
- Proficiency in document management and legal compliance processes.
- Excellent communication skills in English, Kurdish, and Arabic.
- Strong organizational and problem-solving abilities.
- Ability to manage multiple priorities and work under deadlines.
