POSITION SUMMARY:
The Program Manager plays a pivotal role in managing the French Ministry of Europe and Foreign Affairs awards throughout the award management cycle. Working closely with the Program Director, the Program Manager ensures the successful implementation of programs through Blumont, Members, and partners, maintaining strict accountability to donors.
Supervisory level: The Program Manager will work in partnership with the Program Coordinator based in NES and will have supervisory responsibilities as outlined in the areas of accountability.
Travel: Yes – up to 70% Erbil, Damascus or NES is a must.
KEY AREAS OF ACCOUNTABLITY
Programme Implementation & Support
- Lead the development of detailed workplans for programme activities.
- Review daily field reports and provide timely support to field teams.
- Troubleshoot operational challenges and propose practical solutions.
- Develop and review Standard Operating Procedures (SOPs) for programme components.
- Lead the MEFA award lifecycle: kick-off, implementation, amendments, and closeout.
- Coordinate with Country Offices, Technical Advisors, and partners to ensure quality delivery.
- Monitor timelines and deliverables; liaise with donors as needed.
- Develop and disseminate award management tools and templates.
Budget & Financial Oversight
- Serve as the primary budget holder, within the DOA, for the MEFA award.
- Collaborate with HQ and Country Office teams on financial forecasting.
- Monitor burn rates, cost recovery, and resource allocation.
- Lead financial reviews, variance analysis, and risk mitigation with finance teams.
Donor Compliance & Reporting
- Ensure timely and high-quality submission of financial and narrative reports.
- Interpret donor guidelines and develop compliance checklists.
- Conduct regular compliance monitoring and risk assessments.
Capacity Building & Knowledge Management
- Strengthen local award management capacity through training and knowledge sharing.
- Collaborate with Thematic Leads and MEL teams to capture and disseminate learnings.
- Support strategic communications and advocacy efforts.
Team Leadership & Staff Development
- Mentor and coach programme staff under the guidance of the Program Director.
- Provide performance feedback and support staff development plans.
- Support recruitment, onboarding, and training of new team members.
- Promote a culture aligned with Blumont’s values.
Operations, Supply Chain & Finance Coordination
- Monitor operational budgets and ensure compliance with policies and donor requirements.
- Coordinate with logistics for timely procurement and contract management.
- Act as a Technical Evaluation Chair for MEFA tenders and procurements.
- Develop and implement procurement plans.
Coordination & Representation
- Participate in field-level working group meetings.
- Promote cross-sectoral collaboration and integration.
- Act as emergency response focal point in coordination with the Program Director.
- Work closely with the Finance Coordinator to align spending with monthly plans.
QUALIFICATIONS and SKILLS:
- Minimum of 5 years of progressive experience in humanitarian and development work, including significant field experience in crisis-affected regions.
- Demonstrated expertise in program design, implementation, monitoring, and evaluation, with a strong understanding of project cycle management.
- Experience managing donor-funded projects and ensuring compliance with donor regulations.
- Proven track record in leading and managing diverse teams, fostering collaboration, and enhancing team performance through capacity building and mentoring.
- Extensive experience coordinating with local authorities, community leaders, and stakeholders to ensure program alignment with local needs.
- Strong financial and resource management skills, including developing and managing program budgets.
- Experience implementing and monitoring safety and security protocols in volatile environments.
- Strong leadership and team management skills, with the ability to inspire and motivate teams.
- Exceptional interpersonal skills, with emphasis on teamwork, collaboration, and conflict resolution.
- Proficiency in designing innovative and impactful humanitarian programs, identifying and responding to emerging needs, and producing high-quality reports and proposals.
- Excellent written and verbal communication skills, strong presentation abilities, and capacity to effectively convey program achievements and challenges to stakeholders.
- Analytical and problem-solving skills, with the ability to assess complex situations and make sound decisions under pressure.
- Technical proficiency in project management software, data analysis, and monitoring and evaluation techniques.
- Deep understanding of cultural dynamics, adaptability to different cultural contexts, and effectiveness in multicultural environments.
- Fluency in English is essential; proficiency in additional relevant languages is highly desirable.
- Experience developing and delivering training programs for staff and community members, as well as facilitating workshops and capacity-building sessions.
