Job Description:
The Iraqi Institution for Development (IID) is seeking a highly qualified and experienced Operations Manager (Head of Operations) to lead and oversee the organization’s operations, finance, and HR functions.
The Operations Manager will play a critical leadership role in ensuring the efficient, compliant, and strategic management of all operational systems. This includes direct oversight of Finance, HR, Logistics, Procurement, and Administration teams.
The position requires close coordination with the Program Director to ensure smooth and effective project implementation, while reporting directly to the Executive Director to support organizational strategy and decision-making.
Key Responsibilities:
- Lead and manage the Operations Department, including finance, HR, logistics, procurement, and administration
- Directly supervise Finance, HR, and Operations teams, ensuring high performance and coordination
- Ensure full compliance with donor regulations, organizational policies, and audit requirements
- Oversee budget planning, financial monitoring, and expenditure tracking
- Manage and strengthen HR systems, including recruitment processes, staff performance management, and policy implementation
- Ensure effective and transparent procurement and logistics processes
- Coordinate closely with the Program Director to align operational support with program needs
- Provide strategic operational guidance to support program implementation and expansion
- Report regularly to the Executive Director on operational, financial, and HR performance
- Strengthen internal systems, controls, and standard operating procedures (SOPs)
- Identify risks and implement mitigation strategies across all operational areas
- Ensure timely and accurate financial and operational reporting
- Support internal and external audits and ensure full compliance

Qualifications:
- Bachelor’s degree in Finance, Business Administration, HR, or related field (Master’s preferred)
- Minimum 10 years of experience in operations, finance, and/or HR within NGOs or international organizations
- Strong professional knowledge in financial management, with proven experience in NGO financial systems, budgeting, donor compliance, and financial reporting
- Demonstrated experience in managing grant-based funding and donor requirements (UN agencies, international donors preferred).
- Proven experience managing multi-functional teams (Finance, HR, Operations)
- Strong understanding of donor compliance and reporting requirements
- Experience with financial systems (e.g., QuickBooks or similar)
- Strong leadership, organizational, and decision-making skills
- Excellent coordination and communication skills
- High level of professionalism, integrity, and attention to detail
- Fluency in English and Arabic
Preferred Skills:
- Experience with donor-funded projects and familiarity with donor requirements.
- Strong project management skills.
- Ability to work effectively in a multicultural environment.
- Demonstrated ability to lead and develop a finance team.
- Strong negotiation and conflict resolution skills.
- Familiarity with financial management software and ODOO/ERP systems.
