The Project Supervisor is responsible for the day-to-day management, coordination, and supervision of project activities in Basra and the wider South Iraq area. The role ensures timely and quality implementation of project components, close monitoring of field activities, effective reporting, and strong coordination with communities, local authorities, and stakeholders. The Project Supervisor plays a key role in supporting the Project Manager in ensuring that project objectives are met within the approved timeframe, budget, and in line with AGO policies, donor requirements, and humanitarian standards.
MAIN RESPONSIBILITIES
- Project Implementation & Supervision
- Oversee daily implementation of project activities in Basra and surrounding areas.
- Supervise field staff and ensure activities are carried out according to work plans.
- Ensure adherence to project design, objectives, and donor-approved targets.
- Identify challenges or delays in implementation and report them immediately to the Project Manager.
- Ensure gender-sensitive, inclusive, and participatory approaches in all activities.
- Staff Management & Capacity Building
- Supervise, guide, and mentor project staff, field officers, and volunteers.
- Support recruitment and onboarding of new staff when needed.
- Conduct regular field visits to monitor staff performance and provide feedback.
- Organize orientation sessions, capacity-building trainings, and refreshers for project staff.
- Promote adherence to AGO’s safeguarding, child protection, and code of conduct policies.
- Monitoring, Evaluation, Accountability & Reporting (MEAL)
- Ensure that project activities are monitored regularly, and data is collected as per MEAL tools.
- Support in establishing and maintaining community feedback and complaint mechanisms.
- Ensure quality documentation of activities, including attendance sheets, reports, and photos.
- Draft weekly and monthly progress reports for the Project Manager.
- Contribute to donor reports with accurate and timely field data.
- Stakeholder & Community Coordination
- Act as the focal point for project activities in Basra.
- Maintain strong relationships with community leaders, local authorities, and beneficiaries.
- Represent AGO at local coordination meetings when delegated.
- Ensure project activities are communicated clearly and transparently to communities.
- Resolve field-level challenges in collaboration with community representatives.
- Logistics, Finance & Compliance
- Coordinate with Logistics and Procurement teams for timely delivery of project supplies.
- Ensure proper use of project resources and prevent misuse or loss.
- Monitor activity budgets at field level, ensuring expenditures align with approved budgets.
- Ensure compliance with AGO policies, donor requirements, and Iraqi legal regulations.
- Risk Management & Security
- Monitor security conditions in Basra and surrounding areas.
- Ensure staff comply with AGO’s security guidelines and contingency plans.
- Immediately report security incidents or risks to the Project Manager and Security Focal Point.
Qualifications & Preferred Skills
Qualifications & Experience:
- Education: Bachelor’s degree in Project Management, Development Studies, Social Sciences, or a related field. Professional certification (e.g., PMD Pro) is highly desirable.
- Experience: Minimum 3–5 years of experience within the NGO, humanitarian, or development sectors, including at least 2 years in a supervisory or management capacity.
- Context: Proven track record in field-level project implementation and coordination. Deep familiarity with communities in Basra or Southern Iraq is strongly preferred.
- Compliance: Working knowledge of major donor regulations (UN, USAID, ECHO, etc.) is a distinct asset.
