Role Summary

Badael is seeking a highly motivated and experienced Senior MEAL Officer to lead and strengthen the organization’s Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and processes. The Senior MEAL Officer will play a key role in strengthening evidence-based programming, organizational learning, accountability systems, and participatory MEAL approaches across projects and programs. The position requires strong analytical capacities, excellent writing skills, and demonstrated experience in both qualitative and quantitative MEAL approaches.The selected candidate will be based at Badael's regional/supporting office in Erbil, Iraqi Kurdistan, providing support to the organization's work in Syria.

 

Key Responsibilities

  • Lead the design, review, and strengthening of organizational MEAL systems, tools, indicators, and methodologies across projects and programs.
  • Analyze and interpret MEAL data to support organizational learning, adaptive programming, and evidence-based decision-making.
  • Provide strategic guidance to project teams on integrating MEAL and accountability approaches throughout project design, implementation, reporting, and learning processes.

 

 

  • Develop and apply participatory and reflective MEAL methodologies that capture qualitative change, community perspectives, lived experiences, and relational dynamics, including approaches such as Most Significant Change (MSC), outcome harvesting, storytelling, reflection sessions, and other context-sensitive learning methodologies.
  • Ensure data quality, ethical data collection practices, and compliance with internal MEAL standards and donor requirements.
  • Facilitate regular reflection sessions with project teams to extract lessons learned, best practices, and recommendations for adaptive programming.
  • Support the documentation and dissemination of lessons learned, case studies, and organizational knowledge products.
  • Lead and contribute to donor reporting processes, ensuring timely, accurate, and high-quality reports in line with donor and organizational requirements.
  • Support proposal development through designing MEAL frameworks, indicators, logframes, theories of change, and data collection methodologies in coordination with program teams and senior management.
  • Provide technical supervision, mentoring, and capacity strengthening to MEAL staff and consultants
  • Actively contribute to the organization's fundraising efforts through identifying potential funding opportunities and supporting concept note and proposal development processes.
  • Contribute to strengthening organizational learning, evidence generation, and impact measurement approaches in line with Badael’s rights-based methodology.
Qualifications & Preferred Skills
  • At least 5 years of progressive experience in Program Design and Development, Program Monitoring, Evaluation, Accountability and Learning (MEAL), and Capacity Building.
  • Bachelor’s degree in social sciences, international development, public policy, statistics, or any other relevant field. A Master’s degree is preferable.
  • Demonstrated experience in designing MEAL systems, data collection, logframes, indicators, theories of change, and donor reporting frameworks.
  • Demonstrated experience in applying participatory and qualitative MEAL methodologies, including approaches such as Most Significant Change (MSC), outcome harvesting, storytelling, and community-centered learning and reflection methods.
  • Excellent knowledge and understanding of the Syrian context, including its social, political, and civil society dynamics.

 

  • Experience in working with donor-funded projects and familiarity with donor compliance and reporting requirements.
  • Good analytical and critical thinking skills with the ability to translate data into actionable recommendations.
  • Strong interpersonal skills and the ability to work collaboratively within multicultural and multidisciplinary teams.
  • Strong organizational, coordination, and time management skills.
  • Excellent written and oral communication skills in English and Arabic.
  • Ability to write high-quality analytical and donor reports in English is required.
  • Computer proficiency in word processing, PowerPoint, database, spreadsheet etc.
