Head of Project*  in Sinjar 

 

The position is to be filled as soon as possible, with an initial contract duration of 6 months. Employment location will be (Sinjar, Iraq). The position is paid according to our Salary Grid: SG8 (4,459,000 IQD Gross Salary).

The objectives of this position are to manage and implement the project and achieve its objectives and directives as per the terms of content, schedule and budget. Ensure that the project is carried out as per WHH standards and the donor regulations.

 

The Head of Project is responsible for the overall implementation of the project; coordinatoin, planning and budget management.

 

 

Your responsibilities

 

 

Under the supervision of the Head of Programs, the Head of Project (HoP) will play a strategic leadership role in the overall leadership, planning, coordination, technical implementation, and quality assurance of UNDP funded project “Sustainable Employment Through Agriculture and Agribusinesses Support in Sinjar”. The HoP will work with diverse stakeholders in the region to promote climate-resilient agriculture, strengthen agri-business value chains, and build the capacity of local institutions to support inclusive economic recovery in Sinjar.

 

Project Management:

  • Guide the implementation of project activities ensuring that proposed interventions are executed within the budget and implementation period.
  • Develop project implementation plans including procurement, distribution, spending plans and coordinate with all relevant stakeholders for timely and quality implementation of project activities.
  • Provide technical guidance to the project technical team in the development of Standard Operating Procedures (SOPs) for project deliverables, ensuring effective targeting of vulnerable groups and to ensure holistic support to the targeted groups.
  • Act as the primary liaison for UNDP and maintain clear communication and reporting on project activities in line with the agreed reporting timelines.
  • Ensure effective budget monitoring to allow for effective program spending and timely financial reporting. 
  • Ensure procurement and logistics processes comply with internal and donor regulations.
  • Ensure that targeted communities and households meet the vulnerability criteria and selection of beneficiaries is conducted in line with WHH and donor requirements.
  • Ensure integration of climate-smart agriculture, sustainable practices, and value chain approaches into project activities.
  • Supervise design and delivery of trainings, small grants schemes, extension services, and market linkages for farmers and agribusinesses.
  • Identify issues and risks related to activity implementation and implement appropriate mitigation / corrective measures in a timely manner.
  • Develop ToRs for the external consultants and trainers and put in place effective tracking and performance system to achieve the desired results, achieving specific objectives and completion of activities. Ensure the consultants are provided with the required information and the assignments satisfy the needs of the projects.
  • Develop a communication plan in line with WHH and UNDP requirements and work with Coms department to develop database of high quality video and pictures, and documenting success stories.

 

Stakeholder Engagement:

  • Build and sustain good relationships with government agencies, private sector and CSOs network and partners working in the region. Ensure where applicable, negotiations to develop MoUs are initiated and MoUs signed.
  • Represent WHH and the project with key stakeholders, and at conferences, workshops, meetings, and other relevant industry gatherings where needed.
  • Ensure reporting deadlines and structured meetings with all stakeholders and donor.
  • Facilitate donor monitoring visits and evaluations, as appropriate.

 

Monitoring Evaluation and Reporting

  • In close collaboration with the relevant MEAL, ensure the project has an effective MEAL plan for the project to ensure data driven decision making and continuous program quality improvement and learning.
  • Support the Expert MEAL to develop and implement robust MEL frameworks in setting performance benchmarks to track program performance and impact.
  • Ensure data driven decision making and continuous improvements in program delivery.
  • Develop reporting templates for monthly activity reports (compilation of the activities on the base(s) and activity report) with a qualitative look at the project and share the consolidated reports with Grants and Head of Programs.
  • In coordination with Grants Manager, ensure the preparation of a timely program delivery and submitting the donor reports on project activities in compliance with WHH and donor requirements.
  • Develop lessons learned, maintain issue and risks logs to inform senior management and Grants with rigorous follow ups and improving programming activities.
Qualifications & Preferred Skills

Professional/ formal qualification

 

  • MBA or Master’s degree in Agriculture, Agronomy, Agricultural Economics, Rural Development, Natural Resource Management, or related field.
  • Strong understanding of agriculture value chains, climate resilience, livelihoods, and farmer capacity building.
  • Minimum 5 years of experience in project lead/management and PCM.
  • Proven experience in leading a diverse team.
  • Previous experience in managing UNDP funded projects is highly desirable.
  • Strong report writing skills

 

Language:

  • Fluency in Kurdish and Arabic
  • Excellent command of English language ( both written and spoken)
