Description

Background:

CHF International Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, CHF OHA has commenced responding directly in Syria, intensifying CHF’s assistance to Syrian IDP’s. This is done through an approach to programming where projects are focused on the sustainability rather than only relief delivery.  CHF is a fully registered organization in Iraq and is currently building its humanitarian response in Syria.  

CHF intends to hire a full-time Operations – Liaison Coordinator in Dohuk, Iraq, to support implementation of activities, while based in Dohuk Iraq office

Responsibilities:

The overall responsibility of Operations – Liaison Coordinator will be planning, organizing and coordination of all operations duties, including here procurement and logistics functions, admin and cross border support, and liaison and represents CHF with KRI/KRG authorities and entities, to ensure efficient and effective delivery of goods and services, facilitate staff and commodity cross border, and ensure that CHF is adequately represented in all forums and government offices relevant to CHF operations. The position is in support of CHF’s quality program implementation in Dohuk Office and all field offices in NES. Reports to Senior Operations Manager.

The Operations - Liaison Coordinator is responsible for the following:

Procurement and Logistics:

  • Responsible for managing and coordinating all procurement and logistics activities of Dohuk Office Iraq and provide full support for NES field offices as required and instructed by supervisor
  • Support and implement accountable and functional in-bound and out-bound logistics/warehousing, procurement and vehicle/staff transportation systems and procedures in accordance with Procurement SOP/FFAM and ensuring all records, such as procurement files, payment documentation, stock/warehouse reports, and fleet/generator management documentation are updated and available
  • Oversee and support production of the reports and forward weekly/monthly to Senior Operations Manager
  • Responsible for appropriate logistical and cross border support being provided to all field-offices in NES.
  • Responsible for reviewing and updating all contracts and also management and payment verification of these contracts for Dohuk office
  • Ensure all procurement is carried out in accordance with the Global Communities procurement SOP (and its attachments) and donor requirements, and procurement related files for documentation are created, updated and maintained.
  • Prepare procurement plans, prepare and launch tenders in cooperation with procurement committee, both locally and internationally.
  • Conduct regular market assessments on regular procurements, according to the plan and needs, but also ad hoc market assessments as instructed by Senior Operations Manager
  • Ensure procurement and financial procedures are followed according to donor and Global Communities guidelines in all purchases related to CHF activities in KRG and NES.
  • Ensure that offices, guesthouses, assets and vehicles in Syria and Iraq are totally functional.
  • Work closely with operational departments to ensure the items and equipment required and budgeted for by their projects are purchased and transported in a timely and efficient manner.
  • Provide monthly report/PTS to the Senior Operations Manager covering all aspects of procurement.
  • Regularly check names of prospective suppliers against lists of suspected fraudulent suppliers, and immediately inform Senior Operations Manager if there are any
  • Assess capacity-building needs for staff and provide on job training and coaching, and recommend solutions to areas of staff weakness, limitations and gaps and capacity needs.
  • Coordinate and maintain a supervisory role for the Procurement and Logistics staff, including performance monitoring and appraisals.
  • Liaison with other CHF offices as required
  • Carry out any other related duties as might be reasonably requested by the Supervisor

 Administration, Liaison and Cross Border:

  • Ultimate responsibility and supervision of all function ensuring functional office space(s) and lodging facilities an adequate working condition for both nationals and transiting expatriates in Dohuk and Erbil.
  • There is a large administrative component to this role and as such attention to detail is paramount
  • Management of all office, utilities and other administrative contracts and
  • Plan and supervise, in close coordination with the relevant managers, the associated processes to Implement all support related activities to CHF NES cross border activities
  • Focal person to follow up with relevant authorities about all cross border shipments, customs, permissions and exemptions on Iraq side.
  • Establish and maintain strong relationships with relevant governmental and non-governmental personnel to ensure CHF is represented at relevant governmental levels, the cross border operations are successful, and expatriate are facilitated with visas and residencies in KRI.
  • Representation and coordination for CHF and provide regular feedback to NES Director and Senior Operations Manager
  • Follow up and maintain guidance regarding processes of registration, visa, residency and work permit for CHF staff
  • Provide regular updates and collect information about the other official processes which might have an impact on INGOs in particular related to cross border and NES
  • Analyze and report the political and social developments in Iraq/KRI to the management team in timely manner
  • Provide assistance during the implementation of the project through coordinating with respective officers of government authorities as needed and instructed
  • Information gathering, updating and sharing of any procedural and processes changes from Iraq administration that directly affect NES operation (Erbil airport clearance, import from Turkey through Ibrahim Khalil, etc.)

Qualifications & Preferred Skills

 

Education and Training:

A university degree in a relevant field or a combination of experience and education working in this sector.

Experience:

A minimum of 5 years’ experience relevant to this post with an international NGO is preferred.

Technical skills:

  • High analytical and reporting skills.
  • Team player with excellent planning skills
  • Ability to solve problems in the field with suppliers
  • Computer/word processing and standard office software skills.

Other Qualifications:

  • Ability to work well in unstable and frequently changing security environments.

Language skills:

  • Excellent command of spoken and written Arabic/Kurdish and English.
