Objective:

Even after a conflict ends, landmines and other explosive remnants of war continue to kill and cripple, block access to essential services and hinder reconciliation processes. This deadly problem has a name: weapon contamination. The ICRC’s Weapon Contamination “WeC” Department has a multi-disciplinary approach to protecting civilians from the effects of weapon contamination and assisting communities and authorities in terms of assessing the risks, mitigating the dangers, promoting safe behaviour and fostering respect for the law.

The Weapon Contamination (EOD) Field Officer must ensure the work of the weapon contamination department is managed efficiently and effectively implemented, in line with established guidelines. The successful candidate will need to be an enthusiastic, flexible, committed, and a resourceful person who can support the Manager to run the ICRC’s WeC activities. The successful candidate will need to deliver to a high standard, be resilient and have a positive “can do” attitude.

Key Responsibilities: 

 The Weapon contamination Explosive Ordnance Disposal (EOD) Field Officer will undertake the following responsibilities under the supervision of the Deputy Head of Sub-Delegation (DHoSD) of the ICRC in Kirkuk and technical     guidance of the Weapon Contamination Coordinator (WeC.Co) in Bagdhad:

• Assists in developing a thorough understanding of the weapon-contamination situation and provision of hazard identification and risk assessments about the likely impact of weapon contamination on staff and civilians in affected areas.
• Assists in exploring needs and opportunities to involve ICRC in supporting technical survey and weapon clearance activities.
• Act as EOD reference to the ICRC sub delegation in Kirkuk
• Undertake Non-Technical Survey and hazardous area marking and for future ICRC projects.
• Undertakes WeC hazard assessments for future ICRC projects, shares reports from those assessments and coordinates with appropriate actors to dispose of explosive ordnance as needed and as authorized.
• Assists in identification of opportunities and development of a plan to support national mine action structures.
• Provides training to ICRC and National Society staff and volunteers on the risks associated with Weapon Contamination to support their day to day work and safety.
• Assists in development of training materials and operating procedures for ICRC adapted to the local context, that are in accordance with the International Mine Action Standards” IMAS”.
• Works with ICRC security focal points and other departments to analyze risks from Explosive Remnants of War “ERW” to ICRC staff and operations and develops risk mitigation strategies and activities.
• Systematically participate in pre-departure briefings and debriefing of Field teams/Management for areas known or believed to have a weapons contamination problem to ensure a proper communication of any confirmed or potential weapon Contamination.

Education and Professional Experience required:

• A first-level university degree (bachelor's or equivalent) in relevant topics.
• At least 3-5 years of overall professional experience in mine action
• Previous experiences as a trainer in the mine action field is an advantage
• Excellent teaching and presentation skills.
• High level of negotiation and communication skills.
• Excellent knowledge of written and spoken English. Fluency in Arabic and ideally in one or more additional local languages.
• Good computer skills in MS Office (Word, Excel, PowerPoint) and ability to quickly learn new software High level of negotiation and communication skills.
• Good knowledge of the geographically assigned environment
• Good analytical skills.
• A mandatory requirement of Minimum International Mine Action Standards (IMAS) Explosive Ordnance Disposal (EOD) level 2 certificate. EOD Level 3 is advantage
