Project Summary

CARE International, together is providing humanitarian assistance to people affected / displaced by the conflict in Iraq. CARE has been primarily helping partners implement WASH activities providing water, sanitation and hygiene support for internally displaced people, returnee, and host community. 

Position Location: Mosul, Ninawa governorate
Start date: 1st April 2021 – 30th Sep 2021 (subject to the approval of project)
Type of contract:  6 Months, full-time.

The WASH Officer will report to the WASH Program Manager.

Responsibilities and Tasks:
OBJECTIVE SUMMARY

The WASH officer with technical support form program manager, will be responsible implementation of WASH project activities according to proposal and technical guideline. H/she will be responsible for daily planning, implementation, monitoring, supervision, and quality assurance of project activities in CARE proposed operational areas.

  • Work towards the achievement of overall goals through effective supervision of WASH related activities and lateral relations and teamwork.
  • Planning, monitoring and supervision of field related WASH activities, to ensure the quality of implementation.
  • Ensure appropriate community involvement and delivery of essential WASH services and facilities.
  • Ensure proper coordination with community and local authorities and positive acceptance of CARE in the area.
  • Capacity building of filed staff in work and monitoring to ensure the quality of program deliverable.
Objective 1: Project support to the Water, Sanitation and Hygiene activities
  • Carry out WASH technical assessment in coordination with relevant line department (DOW, DOM etc), ensuring assessment findings are documented and that all assessments include a specific analysis of children, men, and women’s needs.
  • Prepare the bills of quantities, technical feasibility for water and sanitation related infrastructure.
  • With support from WASH program Manager, provide technical support to filed staff in developing IEC materials for Hygiene Promotion activities and preparing the hygiene promotion implementation methodology.
  • To ensure the quality control of WASH related materials, organize the  site visit for general supervision of contractors, ensuring the safety of construction sites and staff, track / monitor the work progress, and liaise with administration and logistics to ensure timely payments of contractor.
  • Ensure that the various aspects of the WASH Project are integrated with Gender, Protection and Health.
  • With support from WASH program Manager, implement participatory hygiene and sanitation transformation approached in the intervention area and ensure the commemoration of different social marketing events such as, World Water Day, World Toilet Day, and Global Hand Washing Day, etc.
  • Archive and all project documents for compline
  • Prepare the contract for Volunteer staff (community hygiene and cash for work) and liaise with administration and logistics to ensure their payments are done on time.
  • Conduct WASH related training (SCADA, HSE and Water safety plan) for Director of Water and sanitation staff .
  • Undertake any other duties as may be assigned by the WASH Program Manager.
Objective 2: Develop plans for the WASH program
  • In close collaboration with WASH program Manager, prepare a detailed implementation and procurement plan and budget spending plan.
  • Evaluate the status of the projects and propose the subsequent steps to achieve the projects objectives
  • In close collaboration with WASH program Manager, develop of tools to track and monitor the project progress and quality.
Objective 3: WASH project Monitoring, Evaluation, Accountability and Learning
  • Daily monitoring and recording of field activities related to WASH in accordance with standards. 
  • Verify that WASH infrastructure construction and rehabilitation works done by contractor.
  • Assist the MEAL department in base line and end line surveys and make sure that project lesson learnt are documented for future note.
Objective 4: Ensure coherence and support for logistics, finance and administration issues regarding the WASH department
  • Prepare the field activities budgets forecast / expenditure and share with PM and closely monitor the project expenditures at the field level.
  • On time submission of procurement request according to PPP to PM and participate in tender process if needed.
  • Manage project equipment and materials in close consultation with the logistics/procurement officer.  Maintain and ensure proper project asset register.
  • Ensure compliance to CARE’s material management sheets.
Objective 5: Report and Donor Proposals writing
  • Weekly (or each time when necessary) written and oral report to line manager.
  • Preparation and sharing of feasibility and technical reports with WASH Manager.
  • Participate actively in terms of collecting required data /or write technical reports and contribute in donors reports and proposals.
Objective 8: External coordination
  • To participate in field level WASH coordination meetings and representing CARE in a professional manner.
  • Close coordination with Directorate of Water, Municipality, and environment, to ensure the effective supervision of activities during implementation, ensure the proper handover of completed activities to relevant Directorate.
  • To coordinate CARE activities with other partners working in area to avoid duplication and best use of resources. 
  • To Share monthly CARE WASH activities progress with the Iraq WASH cluster.

Qualifications & Preferred Skills
Qualifications:
  • Education, Water / Civil Engineering, and field experience of 2 years in WASH project.
Languages:
  • English – Arabic
Required competencies & skills:
  • Work proficiency in AutoCAD. 
  • Excellent inter – personal, communications and representative skills (written, oral, cross - cultural)
  • Previous humanitarian experience - Significant experience in WASH (Ninawa Governorate).
  • Ability to adapt, change priorities according to the changing situation within a mission or the organization.
  • Ability to live and work within a team and respect the rules of collective living.
  • Ability to deal with relations with local authorities as a representative of CARE
  • Ability to capitalize on experience and information available within the organization
  • Very good coordination (external and internal) skills - Skills in training and management
