MEAL Manager
in Erbil
The position is to be filled as soon as possible, with an initial contract duration of seven months. There are very good prospects for an extension. Employment location will be Erbil, IRAQ. The position is paid according to SG7(3,575,000 IQD as Gross)
The objective of the position is to implement the project activities according to the specified deadlines and organizational, contractual and financial directives.
Your responsibilities
A) Monitoring and Evaluation of WHH Programs
- In close collaboration with Head of Programs, lead the implementation of Iraq CO MEAL strategy and action plan for the Country Program.
- Ensure compliance with Welthungerhilfe regulations on MEAL, ensuring that M&E data generated by projects is accurately reflected on WHH’s project management information system.
- Oversee and manage all overarching MEAL systems/processes such as the monthly internal reporting, monthly activity updates (ProMIS), organizational projects overview database, assessments, evaluations and reporting, MEAL tool-kit, etc.
- Produce periodic M&E reports for internal and external stakeholders to ensure programs have accurate and useful data to inform project development.
- Lead development on ToR/SOPs for M&E related studies and provide the support for other program studies as per WHH’s guidelines and policies.
- Approve and advise on appropriate research methodologies for MEAL assessments and evaluations; provide technical support to MEAL Officers regarding database management, data collection, analysis and reporting.
- Manage evaluations, surveys, and assessments and ensure the high quality of evaluation reports.
- In coordination with Head of Program and Head of Projects, ensure that the monitoring feedback, learning and outcomes of evaluations are incorporated into program cycle.
- In collaboration with Grants and Project Development Manager and Head of Programs, support the development of project concept notes, log frames and indicators, theory of change, impact matrix for donor proposals.
B) Accountability systems and frameworks
- Manage WHH Iraq key accountability mechanisms and reporting systems including the external Feedback and Complaints Response Mechanism (F-CRM) and policy; ensure all complaints/referrals/queries are followed up in a timely manner and sensitive cases acted upon immediately; ensure consistent and quality monthly FCRM, PDM and onsite accountability reporting of the MEAL Department for all projects.
- Develop monitoring plan for CO and its partners for each project, supported by work plan and roles and responsibilities as well as appropriate data collection and accountability tools developed and tested in close collaboration with partners.
- Establish a mechanism to review systems, and to improve them over time in close consultations with partners.
C) Management of MEAL Unit
- Line management of MEAL Project Officers in field locations in order to mainstream M&E in project implementation and program development.
- Manage, induct and train M&E/Project Officers and enumerators as required on gender and protection mainstreaming, qualitative and quantitative research, data collection, development of log frames, indicators and MEAL plans.
- Provide technical guidance to MEAL staff on the development of MEAL plans and corresponding tools and approaches to enhance the quality of WHH Iraq programming.
D) Coordination, Representation and Documentation
- Consolidate and document lessons learned and best practices and share with relevant stakeholders pertaining to accountability, gender and social inclusion.
- Represent WHH Iraq and report towards partners and other stakeholders as required.
- Maintain organized and labelled high quality photograph database. Collaborate with Communications department and support in video and photo documentation.
- In collaboration with the Head of Program, review capacity assessments of existing partners, develop capacity strengthening plans adapted to organizational needs and support M&E of partner-implemented projects, conduct partner training and capacity building activities.
- Professional/ formal qualification
Training with additional qualification (e.g. technician, vocational college)
- Job-related professional experience
5 to 7 years' professional experience working in the global South
- Foreign language skills
Fluency in English, Arabic and Kurdish language
- Miscellaneous
