General scope of the position:
The structural/Architect engineer participates in the technical follow-up of the designated healthcare facility or medical project.
The employee will oversee the completion of finishing works, including architectural and civil inspections, quality assurance, and coordination. Additionally, the engineer will assist in the preparation of the hospital management plan in collaboration with the project manager.
The employee controls, reports, and provides technical answers and advices regarding related topics.
The employee is under the management of CDE Infrastructure project manager.
Essential duties and responsibilities:
- Site Follow up for following trades:
- Structure
- Architectural
- Technical monitoring of the work of the designated healthcare facility or medical project:
- Check the conformity of the execution with the contractual documents and reports and propose corrective action plans in case of discrepancies.
- Carry out regular site visits and write regular reports to the infrastructure coordinator.
- Facilitate coordination and site meetings.
- Verify the technical part of the administrative and financial documents related to the construction and share relevant comments with the Admin / HR / Finance coordinator.
- Propose technical solutions to issues regarding all non-mechanical trades in coordination with LCDE engineer team.
- Coordinate and oversee finishing works such as flooring, painting, electrical fixtures, and other final touch-ups to ensure compliance with the approved design and quality standards.
- Participate in the project management (supporting the infrastructure coordinator):
- If a re-evaluation/modification is needed, provide technical description and cost estimation in anticipation of the continuation of the project and mitigation plan.
- Manage and monitor the progress of the various milestones set in the general contractor's contract and supervision company.
- Participate in the follow-up of the work of the various trades involved in the project.
- Control the quality and technical requirements of the project and ensure compliance with the construction study design.
- In the field, participate in the coordination of synthesis studies.
- Monitor activities and their progress against the initial schedule, contribute to the collection of indicators, and anticipate possible changes or delays.
- Provide an advisory role and support for CDE program department, as requested by the HoM
- Participate in complementary studies and elaborate technical answers in collaboration with CDE's Iraq program office team: methodological notes, technical argumentation notes for any potential new projects to be developed by CDE in Iraq.
- Participate in monitoring missions, explore-missions, write analysis reports for structural architecture.
- Assist the Infrastructure Project Manager in preparing the Hospital Management Plan, which includes operational procedures, resource allocation, and facility readiness to ensure a seamless transition from construction to operational phases.
Qualifications:
You have at least 3 years of successful experience in hospital building and/or structural and Architectural engineering (new construction and renovation) and in dealing with all trades, with real field management skills.
Training and diploma:
University degree or higher education in building engineering or architecture.
Required skills:
- Proficiency in AUTOCAD and REVIT
- Good cross-sectional knowledge of building and BIM
- Rigour, analysis and synthesis capability
- Excellent organisational skills
- Demonstrated capacities to work with colleagues
- Knowledge of the functioning of international NGOs
- Computer proficiency in Microsoft Office Package
- Patience, flexibility and capacity of adaptation
- Good interpersonal skills
- Stress management, ability to manage fatigue and set limits
- Adherence to humanitarian principle and LCDE’s code of ethics
- Experience in monitoring and managing finishing works (e.g., painting, tiling, ceiling, and furniture installation) is an asset.
Languages:
Good verbal and written communication skills in English and Arabic.
French is an asset.
