Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

 

Action Against Hunger is looking for a Security & Liaison Officer based in its country office in Basra/Bagdad.

 

Work place: Basra/Baghdad with frequent visits to ACF areas of interventions.

 

Type of contract: Initially 6 months Fixed-Term contract with the possibility of extension.

 

Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

 

Monthly Basic Salary:  Action Against Hunger provide competitive salary according to ACF salary grid.

Purpose of the position:

  1. Support the Field Coordinator in the effective coordination and communication with local communities and other stakeholders, support in liaison activities to gain access and acceptance in project locations, existing and new.
  1. Support the Field Coordinator through data collection, context analysis and with representation with local authorities.
  1. Facilitate and monitor administrative process with local authorities in relation with HR department.

 

Specific Objectives:

Under the supervision and responsibility of the Field Coordinator

 

Objective/Assignment 1: Collect, analyze and convey information about the local political and security situation as well as context changes

Responsibilities and Tasks:

  • Collect and record local information related to security, access and context changes
  • Analyse the information and convey the information and analysis to the Field Coordinator and Access & Security Coordinator Participate in the organization of security and access meetings every time it is necessary/requested
  • Develop and maintain an effective network, with local inputs, on contextual, security and access matters
  • Provide actor mapping
  • Produce press review and regular context analysis
  • Produce reporting on contextual, security and access changes
  • Maintain a direct line of communication with the Access & Security Advisor and the rest of the security team at mission level.

 

Objective/Assignment 2: Contribute in community liaison and acceptance efforts

Responsibilities and Tasks:

  • Assist the Field Coordinator in internal sensitisation efforts, as well as external sensitisation efforts with the community and other stakeholders
  • Assist the Field Coordinator in the clear communication of ACF’s mandate, principles and programming to ensure acceptance and access
  • Regularly liaise with communities and other stakeholders to keep communication channels open and to clearly explain ACF’s mandate, principles and programming
  • Participate in the programme assessment phase through sensitisation, coordination and communication, internally and externally, as well as through a prior security, context assessment and actor mapping.

Objective/Assignment 3: Participate in ACF’s security representation towards local authorities and stakeholders

Responsibilities and Tasks:

  • Participate in security meetings when requested with different parties and support the organization for security and access meetings every time it is necessary/requested with external partners
  • Participate in the representation of ACF in security and access meetings when requested/needed
  • Meet the different authorities for security and access issues and keep a communication channel open with the security institutions in the area.

Objective/Assignment 4: Participate in the development of security management tools and security trainings

Responsibilities and Tasks:

  • Participate in the update of ACF security management documents (maps, follow-up, GPS locations of ACF buildings/activities…) of the mission in cooperation with the bases
  • Participate in the update of the necessary tools to monitor the context in order to manage security and access
  • Support the dissemination of the tools and sensitize the staff about these tools/documents/measures
  • Following a security incident, collect information, analyse causes and suggest actions to be implemented
  • Support Access and Security Coordinator to develop and deliver security related trainings for ACF staff in Iraq.

Objective/Assignment 5: Ensure local administrative changes and issues with the local authorities within ACF departments are monitored and solved

Responsibilities and Tasks:

  • Support in obtaining access letters: prepare and submit required documents to relevant local authorities
  • Remain updated and inform the Access & Security Coordinator and Field Coordinator of any changes in the access letters procedures
  • Monitoring issues in terms of relations with administrative bodies in area of operation
  • Reporting on any administrative and contextual changes and/or problems and suggest solutions

Management and/or International Studies and/or Political Sciences and/or Journalism or equivalent and relevant professional experience.

 

 

 

Qualifications & Preferred Skills

Qualification/Degree:

BACHELOR’S DEGREE preferably or equivalent Level University Qualification in Risk Management and/or International Studies and/or Political Sciences and/or Journalism or equivalent and relevant professional experience

Professional Experience

Experience in context and data analysis, reports writing, as well a good insight/understanding of security bodies and issues.

Experience on a similar position and/or with an international NGO highly appreciated.

Technical Skills

Very Good knowledge of Local Political and Security Context, Authorities and General Official Administration procedures and processes.  

Very Good Translation Skills (English, Arabic)
