Oxfam is currently responding to the emergency situation in Iraq with multiple emergency and recovery projects ongoing or anticipated primarily in Diyala and Kirkuk and expending operations in Mosul and Anbar corridor which includes Nineveh, Salah Aldin and Anbar governorates. Since the beginning of the conflict more than 10 million Iraqi people are displaced including a number of ethnic and/or religious minority groups and multiple displacements are ongoing. IDPs have been dispersed to 17 of Iraq’s 18 governorates.
The humanitarian operation in Mosul is likely to be the single largest, most complex in the world in 2016. Up to 1.5 million people are likely to be impacted once the military operation advances into Mosul itself. Oxfam is part of Mosul preparedness and response plan and pulling together resources as part of preparedness and to respond to Mosul emergency.
Oxfam’s office in Erbil is the hub of our planned humanitarian response and activities along Mosul corridor. The Mosul and Anbar corridor contain an expanded area therefore keeping in mind the scale and expansion of Mosul emergency we will also be responding from Dahuk and Baghdad governorate either direct implementation or through partners. We will undertake some of this work operationally but we will seek to develop partnerships wherever possible - both civil society actors, local governments and the private sector ( e.g. contractors) to maximise the leverage of our work given Iraq’s economic status.
The Oxfam Programme in Iraq has a 3-year countrywide strategy, which aims to reach around 250,000 people (10% of the estimated IDP case load) with lifesaving assistance across both, the Kurdistan Region of Iraq (KRI) and the newly accessible areas of Federal Iraq. The overall goal of Oxfam’s presence is to enable the rights of those affected by the conflict in Iraq (Internally Displaced Persons (IDPs), host communities, returnees and communities affected by the conflict) to be upheld, with a particular focus on the rights of women. Oxfam assists the most vulnerable people regardless of their status. Our programming is within our key thematic sectors of work - WaSH, EFSVL, Gender, Protection, Policy and Advocacy. Planned activities will also include winterisation to meet the immediate basic needs of the IDPs over the next 6 months.

KEY RESPONSIBILITIES:
Need Assessment
- Participate in conducting WASH need assessments and technical assessment of WASH facilities to be rehabilitated and / or build in the targeted locations, through technical feasibility studies, household level questionnaires, focus group discussions, visits to WASH facilities and sites.
Program implémentation:
- Follow-up/Supervision of the activities related to the construction of WASH infrastructures in public institutions and communities, such as:
- Construction or rehabilitation of sanitation facilities (latrines, incinerator, refuse pit, soakage pit).
- Construction or rehabilitation of drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device).
- Technical training of community volunteers, members of WASH committees, governmental staff
- Assist public health Engineer in preparation of BOQs and drawings for all type of WASH Infrastructure.
- Recruitment and supervision of masons and laborers in the targeted communities and camps and maintaining the labor attendance sheets where required.
- Ensure the quality and quantity of materials delivered to construction sites by Oxfam and its subcontractors and maintaining proper record.
- Ensure all safety measures are taken at site during construction work to avoid any incident.
- Ensure community mobilization in targeted communities on the issues related to construction, operation and maintenance of WASH facilities.
- In the case work is subcontracted, ensure the quality and pace of the work done by subcontractors, through field visit, site reports, and filling of monitoring sheets.
- In close collaboration with Public health engineer ensure that completion certificates are signed for all completed WASH infrastructure and all completed facilities are handed over to beneficiaries and relevant government authorities where applicable.
Monitoring, Evaluation, Accountability and Learning:
- Ensure that WASH infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by Oxfam through quality checklists.
- Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed.)
Reporting:
- Weekly (or each time when necessary) written and oral report to line manager.
- Preparation and sharing of feasibility and technical reports with public health engineer.
Integration, coordination and transversal aspects
- Work with other team members of Oxfam (WASH and non-WASH e.g. EFSVL & protection) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention.
- Ensure the integration of aspect related to gender, protection, HIV, environment and other crosscutting issues to the implementation of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly and disabled people.
- To perform any other work related tasks assigned by supervisor.
To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
SKILLS AND COMPETENCE:
- Qualification: Bachelor/Graduate degree in Civil engineering, Environmental or public health engineering or 2-3 years diploma in Civil engineering, Environmental or public health engineering or equivalent.
- Experience: For graduate, professional experience of minimum 2 years in the field of construction, including 1 year in WASH sector. And For Diploma holders minimum 3-4 year experience in the field of construction, including 1 year in WASH sector.
- Experience in water treatment plants contraction and rehabilitation including treatment, pumping and intake.
- Appropriate experience in emergency or community-based water supply and sanitation programmes; it is preferred. Experience could substitute for a formal qualification, but not vice versa.
- The post holder should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women in this context.
- Willingness to travel at short notice, and often in difficult circumstances.
- Good understanding of spoken and written Arabic and English is essential.
- Sympathy with the aims and objectives of Oxfam.
- Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies.

DIMENSIONS:
- Under the direct supervision of Public health engineering officer the position holder will be responsible for the direct supervision of WASH infrastructure construction and rehabilitation activities in camps and communities targeted by Oxfam in Nineveh governorate and surroundings. The position is specifically oriented towards the WASH emergency response in the context of the crisis of Iraqi IDP’s, and special attention will be made on the integration of the WASH sector with other core sector of Oxfam such as EFSVL and protection.
