Job Title: Outreach & (CWC) Assistant.

Project Name: Protection and Assistance Programme for Refugees and IDPs in Duhok- Iraq/UNHCR.

Vacancy Ref. NO: 50.

No. of Positions: 10.

Work Duty Station: Duhok Governorate (Domiz 1 Camp, Domiz 2 Camp, Gawilan Camp, Bardarash Camp, Akre, Husseinia, Darato, Shekhan, Sumel, Qasrok, Zakho and Bativa, Amedy).

Applicants Residence: Its preferable that the applicant be a resident of the duty station.

Preferable Gender: male & female.

Duartion of Appointment: 5 Months.

Expected Starting Date: 2023-02-01.

Background:

 

Harikar NGO is a neutral, non-governmental, non-profit humanitarian organization established on 30th May 2004 by a group of social activists. Harikar NGO as stated in its mission statement strives toward the fulfilment of human and women rights in Dohuk Governorate as stipulated in the new Iraqi constitution of 15th October 2005. Harikar is committed to- within its resources- contribute towards the achievement of the internationally agreed Millennium Development Goals. Harikar believes in human rights, the right of every person to reach his/her potential without discrimination on the basis of race, gender, religion, social segment and ethnicity. Harikar strives to achieve social justice especially among the marginalized vulnerable groups and works towards eliminating all forms of discrimination against women by promoting their capacity to fully participate in community development. Harikar has been able to successfully carry out more than 80 projects, through funding from various partners including UNFPA, RRT/PRT, UNHCR, UNESCO, UNICEF, UNOCHA, Diakonia, UNDP, UNOPS, IRD, Mercy Corps, CARE International, ASB, GIZ, Acted, IRC, IRI, NDI, SCF-UK, Mission east, ICSP and others.

 

Job Overview:

 

Outreach & (CWC) Assistant, under the direct supervision of Outreach & (CWC) Team leader at Harikar NGO, will aim at enabling the targeted communities including Syrian/non-Syrian refugees, asylum seekers and internally displaced persons-IDPs, managing, representing, and leading themselves. In the same time, the post holder shall strengthen the community feedback mechanism and two-way communication between communities and service providers and support community-led protection response and social cohesion initiatives. Outreach & (CWC) Assistant will undertake the following tasks and responsibilities.

 

Scope of Work (Duties and Responsibilities):

 

  • Support Outreach Team leader in establishing connection with Communities and mobilization of Community members to engage in Community Based Protection via CWC & Outreach activities.
  • Conduct regular information gathering activities within communities in camp and non-camp areas. Concerning: Information and Communication needs, gaps in service delivery, pre- and post-monitoring of campaign, events activities and Information Education and Communication materials effectiveness.
  • Identify other Humanitarian actors in given locations and support the communication of available services and service providers to the community.
  • Lead Community Outreach Volunteers as well as RWC/SGCC/ULC members in conducting information sensitization sessions and events, as per location’s activities plan.
  • Support the CSFM process in: assistive responsibilities regarding referral pathways, service mapping, and community mapping as necessary.
  • Support Outreach Team leader in implementing trainings, activities as well as events for Persons with specific needs as per location’s activity plan.
  • Supervise, Coach and Mentor COVs and RWC/SGCC/ULC members guiding and assigning location tasks accordingly.
  • Assist Outreach Team leader in preparing quality Annual, monthly and ad hoc Outreach activities plans.
  • Adequately in the absence of Outreach Team leader, represent HARIKAR with all stakeholders at the field level, while developing and maintaining cordial relationship with: Local Authority, Partner agencies, Community Based Organizations, Community Leaders and Community members
  • Create and maintain a good relationship with other actors in the area to support referral of cases and monitoring to ensure feedback loop is closed.
  • Track and organize daily, weekly, monthly activities data, and submitting accurate activities info indicators as part of weekly and monthly reporting.
  • Uphold HARIKAR and UNHCR’s code of conduct, and ensure that all persons of concern are treated with dignity and respect, in accordance with humanitarian principles and human rights standards.

  • Attend and participate in trainings, workshops and other capacity building exercises as required by the line manager;
  • Fulfil other duties as required by your line manager.
  • Keep comprehensive data as per Harikar and UNHCR guidelines and SOPs.
Qualifications & Preferred Skills

Experince, Qualification and Skills:

 

  • Bachelor Degree in in Social sciences or related Studies.
  • years’ experience in a similar position or field, should be able to report to UN agencies;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Excellent written and fluency in English and Kurdish Languages. Knowledge of Arabic is an advantage.
  • Ability to, prioritize tasks, meet deadlines and work under pressure
  • Ability to effectively manage a team, work well in a team environment and individually.

Ability to travel to the field.

 

Reporting, Supervision:

Reports to: Outreach & (CWC) Team leader.

Supervises: COVs-RWC-SGCC-ULC.

 

Expected Conduct:

 

  • Ensure that confidentiality is always maintained when sharing data and information about persons of concern.
  • Work with the Harikar/UNHCR protection and other teams in a cooperative and collaborative manner.
  • Maintain high professional and ethical standard when both on and off duty, including upholding the principles and practices set out in the Code of Conduct and adhering to international standards.
  • Seek guidance and technical support when needed with “Do no harm” principle being the priority at all times.
