
Summary:
The HR Specialist is responsible for the overall implementation of HAI’s HR systems and procedures for Iraq team under the supervision on HRD. The HR Specialist works under guidance of the HR Director to fulfil the objectives in accordance with HAI’s mandate and country specific HR strategy. The main objective for the Coordinator is to manage and develop the Human Resource team (HROs), facilitate growth in staff, and ensure high quality performance management throughout the office. All in compliance with HAI’s policies and procedures.
Generic responsibilities:
- Participate in the periodic review of the HR policies and procedures recommending changes to the HR Lead.
- Ensure adherence to HAI policies, handbooks, guidelines, and donor requirements.
- Prepare and submit reports and analysis as requested by HRD.
- Ensure proper filing of all support documents with HROs support.
- Support line managers in procedures and require support team training.
- Supervising HR Officers on Kirkuk and Suli.
- Ensure that staff records in all offices in the area are up to date and filed appropriately.
- Perform any other duties requested by HRD.
Major Responsibilities:
Human Resource Management
- Participate in the periodic review of the HR policies and procedures recommending changes to the HRD.
- Maintain a thorough knowledge of HAI Iraq HR Handbook, support employee interpretation, and ensure compliance.
- Responsible for overall HR record management that includes maintaining a copy of each staff file in a complete, secure, and confidential manner.
- Responsible for management of HRIS that includes employee filing and updating the needed information on time.
- Coordinate and ensure compliance to the performance management system including tracking and timely completion of annual goal setting and year-end check-in processes.
- Attend to staff issues in regards to benefits, grievances, disputes, and disciplinary cases in conformity with HR policies and HRD instruction.
- Ensure every staff has and have signed a job description detailing their duties.
Talent Acquisition:
- Maintain a tracking system of the Iraq vacancies and the recruitment process and continuously support the Recruiter to follow up with relevant hiring Managers for accountability and timeliness whenever its need it.
- Post adverts, and where requested, support shortlisting, participate in interviews, and coordinate production of interview outcome reports.
- Responsible for orientation and onboarding of all new staff.
Performance Management
- Ensure continuous communication of the process, cycle, tools and policies.
- Support Supervisors to understand and utilize the system in support of staff development and performance.
- Conduct quality control of the process and outcome i.e. ensuring SMART objectives and ensuring periodic supervisor-staff meetings take place.
- With support from the HRD, support Supervisors to manage challenging performance management situations e.g. staff on PIP, non-performance and/or exits due to poor performance.
- Support in the annual analysis and communication for merit increments
Contract Management:
- Draft contracts for new hires, communicate with Erbil for signatures, and continuously ensure all staff have valid and signed employment contracts.
- Monitor and ensure the end of probation evaluations take place and relevant forms are completed.
- Coordinate the staff exit process and ensure finalization of all procedures within one month.
Pay and Benefits
- Ensure accuracy of staff salaries: prepare the monthly payroll for all national staff and ensure accurate calculation of allowances, deductions, and benefit schemes as per the set Terms of Employment; and conduct proper analysis adding any recommendations for adjustments or improvements
- Monitor employee attendance and review overtime requests before submission to Payroll Officer at Erbil.
- Manage the staffs’ annual leave benefit ensuring planned utilization and send monthly utilization reports to the HRD.
- Prepare any relevant report/studies that can be used to develop or enhance current benefits.

- University studies/ Higher education in Human Resources, Business administration, or related field.
- 3 - 5 years of experience in human resources or relevant working experience; Professional experience with INGOs/NGOs and/or international experience is a plus; interest in the humanitarian field is preferred.
- Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
- Strong management, interpersonal, and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
- Previous experience in working on HRIS preferably Bamboo
- Managing payroll previously and having a knowledge in the payroll formulas for each area KRG/Federal
- Excellent presentation and training skills
- Proven track record in developing the capacity of staff
- Very strong proficiency in MS Word, Excel, and PowerPoint is required.
- Written and Spoken fluency in English and Arabic is a must.
