Overview / Objectives of the position:

GOAL seeks The FHE Trainers and Field Enumerators to conduct site visits to collect data and to do registration, assessment, identifying GBV cases and giving awareness, Conducting FHE (Financial Health Encouragement). The field enumerator is primarily responsible for collecting data via household assessments. She/ he has direct contact with households and have a great bearing on the quality of data collected and ultimately on the quality of data output.

Main responsibilities:

She/he will be closely supervised and report to the Project manager and M&E Officer. The core task will be to assist the Project manager and M&E to conduct household visits of potential beneficiaries to gather data in order to register and assess whether they meet the criteria and they are eligible to Receive MPCA. He/she should be familiar using Kobo data collection software. Besides, they are required to identify GBV cases and conducting awareness sessions and FHE trainings.

R1. Conduct data collection using the provided data collection tools.
  • Conduct household assessments using SEVAT tool.
  • Conduct household survey on registered households within the assigned areas.
  • Interview the identified participants of the project within the project area to ensure the data and info that have been recorded within registered forms.
  • Document all the findings in the provided data collection tools.
  • Compiling and sorting the filled data collection tools as directed by the supervisor.
  • Ensure collected data is accurately recorded.
  • Capture data using digital data entry technology provided.
  • Ensure anonymity of respondents and develop relationship of trust and safe space during data collection exercise with respondents.
  • Identify and report any challenges faced that could affect the quality of the data.
  • Take responsibility for project equipment that you may be entrusted with.
  • Report daily issues and challenges to the project officers.
  • Any other duties assigned by the project manager.
R2. Identifying and reporting GBV cases
  • Participate in GBV training course.
  • Identify GBV cases record and report them.
  • Giving awareness sessions via household visits or small focus group discussion.
R3. Financial Health Encouragement (FHE)
  • Participate in FHE training course.
  • Conducting FHE trainings for beneficiaries who receive cash assistance.
  • Distribute FHE materials on beneficiaries who receive MPCA.
R4. Reporting
  1. Present the data to the supervisor at the end of each day.
  2. Report to the supervisor before and after day’s work for further direction.
  3. Ensure handling in all the completed household visits and verification’s questionnaires for the day to the supervisor.
R5. Post-Enumeration
  1. Ensure that all questionnaires and equipment are accounted for.
  2. Turn over all literature and materials used in the survey to the supervisor.
  3. Follow confidentiality and security procedures to ensure respondent privacy is protected.
Qualifications & Preferred Skills
Requirements: Technical & Functional skills
  1. Attention to detail.
  2. Ability to work independently and confidence to undergo household visits.
  3. Computer literacy to be able to work on smart phone-based and PC tablets data collection applications.
  4. Good facilitation skills.
  5. Good communication skills and experience in participatory methodology.
  6. Innovative, motivated and able to work with minimal supervision.
  7. Willing to accomplish each day’s work with the supervisor by the end of each day.
Skills and Qualifications Preferred:
  1. Previous experience with NGOS as enumerator or field staff is preferable
  2. Previous experience working with the community or experience in household surveys (baseline/evaluations).
  3. Demonstrated experience in household surveys (baseline/evaluations).
  4. Previous experience in conducting awareness raising sessions and campaigns.
Requirements: GOAL Competencies:
  • Education degree: Bachelor University or Diploma preferred.
  • Languages: Kurdish, Arabic and intermediate English
  • Ability of travel to within Duhok Governorate (door to door interviews) and to Erbil if it is needed.
