Position Summary
HAI is implementing a 12-months protection and legal services project in Sulaymaniyah Governorate and Germian Administration in partnership with UNHCR. The project will ensure that internally displaced persons (IDPs) and refugees in the target location can access basic legal rights and protections under Iraqi and international law. The project will provide protection and direct legal services, including legal consultations and case representations, protection monitoring and community based protection services.
The Database Officer will be based in Sulaymaniyah community service center and work in close collaboration with UNHCR, to ensure all UNHCR programs maintain high standards of accountability to People of Concern in line with international humanitarian standards.
Essential Duties and Responsibilities
The Database Officer will be based in Sulaymaniyah, Iraq and will work directly under the supervision of Senior Database Officer. Duties will include but are not limited to the following:
- Enter data mainly related to asylum seekers, refugees and other persons of concern to HAI/ UNHCR established databases such as (ASSIST, RAIS and other case trackers).
- Provide Information Management support to needs assessments for Refugees and IDPs targeted by the project
- Provide Information Management services to support population data management activities including population estimation, information flows from established systems, movement tracking, standard-setting/promotion and dissemination
- Work on the updates of the household reassessments in Factsheet.
- Work on the data entry of the COV reports that are provided by the Community Mobilizer Officer.
Data analysis and use
- Assist in compilation of data and interpreting the statistics for various reports.
- Support use of data entered in the ASSIST and RAIS databases through ensuring appropriate referrals are done on time and acted upon by the project team
- Setting light tool for project tracking including completion dates and numbers of beneficiaries.
- Provide statistics and data analysis as required
Digital data collection forms and databases
- Assist in the development of forms for data collection platforms for needs assessment planned in the projects
Perform other duties as instructed
Language Skills:
- Functional oral and written English communication skill required (working ability).
- Fluent in Arabic and Kurdish; reading, writing and speaking ability required.
- A Bachelor degree in computer sciences or other related field.
- At least 1 year of experience coordinating data and project verification exercise through Proven skills to analyses statistical information
- Possesses Advanced Excel skills (e.g. pivot tables, functions, etc.).
- Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.
- Ability to compile and holistically analyze diverse datasets.
- Demonstrated information management skills.
- Demonstrated understanding of different data collection methodologies.
- Understanding of relational data theory.
- Have basic knowledge on ODK and KOBO.
- Demonstrated basic skills in Microsoft Excel, and use of online plat forms for data collection
- Proficiency in Microsoft Office Suite, including Outlook and Exchange
- Other software routinely used by Heartland Alliance.
Competencies required for the job
Physical Demands: The Database Officer will report daily work at the community service center in Sulaymaniyah city center.
Work Environment:
The Database Officer will work under the direct supervision of the Senior Database Officer and the indirect supervision of the Project Manager. The Database Officer will work within HAI’s team and ensure daily communication between all stakeholders.
