Brief description of the organization
Yazda Iraq is a local organization registered in both Iraq and the Kurdistan Region of Iraq. It operates as a subsidiary of the global Yazda organization and adheres to the same mission: supporting vulnerable communities, particularly those affected by genocide and mass atrocities. In Iraq/KRI, Yazda implements programs focused on advocacy, legal assistance, humanitarian aid, and community and survivor empowerment initiatives. The Country Director leads these efforts, ensuring they align with organizational goals and respond effectively to local needs.
Background
The Documentation and Justice Programme was launched in October 2015 to document the genocide committed against the Yazidi community by ISIL. Since then, Yazda has collected thousands of survivor testimonies and documented crime scenes across Sinjar and Nineveh Governorate to support justice, accountability, and transitional justice processes.
Under the Global Initiative Against Impunity (GIAI) project, Yazda continues strengthening survivor-centred documentation, evidence processing, and case-building to support national and international criminal investigations and prosecutions. The project contributes to the development of prosecution-ready case files while promoting meaningful survivor participation in accountability processes.
Job Purpose
The Web Map Developer / Data Visualization Specialist will design, develop, and deploy an interactive web-based justice map that visualizes publicly available information on ISIL-related criminal accountability cases. The consultant will work closely with Yazda's Documentation and Justice Team and IT staff to develop a secure, user-friendly, and sustainable platform integrated into Yazda's website.
Main Responsibilities
- Design and develop an interactive web-based justice map in accordance with project objectives and agreed technical specifications.
- Develop an intuitive and user-friendly interface enabling users to search, filter, and navigate accountability cases by country, jurisdiction, alleged perpetrator, crime type, legal charges, case status, and other agreed categories.
- Create interactive data visualizations that present complex legal and accountability information in a clear and accessible manner.
- Integrate the justice map into Yazda's existing website while ensuring compatibility with current infrastructure.
- Develop a secure administrator interface that enables authorized Yazda staff to update and maintain case information without requiring advanced technical expertise.
- Collaborate closely with the Documentation and Justice Team and IT staff to define data structures, workflows, functional requirements, and user needs.
- Ensure compliance with cybersecurity, data protection, accessibility, and usability standards throughout the development process.
- Conduct testing, debugging, quality assurance, and system optimization prior to deployment.
- Prepare technical documentation, user manuals, installation guides, and deliver training to designated Yazda staff.
- Provide technical support during implementation and address technical issues prior to final project handover.
- Design to support the secure management, organization, and long -term preservation of data ensuring their integrity, accessibility and availability for future reference.
Qualifications
Minimum Experience:
- Minimum 3 years of professional experience in web development, website design, or software development.
- Proven experience developing and maintaining responsive, user-friendly websites using modern web technologies (e.g., HTML, CSS, JavaScript, PHP, or other relevant frameworks).
- Experience with Content Management Systems (CMS), such as WordPress, Drupal, or similar platforms.
- Experience integrating third-party tools, APIs, and web analytics is an asset.
- Experience working with NGOs, international organizations, or donor-funded projects is desirable.
- Knowledge of website security, accessibility standards, SEO best practices, and performance optimization is an advantage.
Minimum Education:
- Bachelor’s degree in computer science, Software Engineering, Information Technology, Web Development, or another relevant field.
- Relevant professional certifications in web development or related technologies are an asset.
Qualifications
- Bachelor’s degree in computer science, Software Engineering, Information Technology, GIS, Data Science, Web Development, or another relevant technical discipline.
- Relevant professional certifications in web development, GIS, cybersecurity, or cloud technologies are an advantage.
Preferred Skills
- Strong experience developing interactive web applications and mapping platforms.
- Proficiency in modern front-end frameworks (e.g., React, Vue.js, Angular) and back-end technologies.
- Experience with GIS technologies and web mapping libraries (e.g., Leaflet, Mapbox, OpenLayers, ArcGIS).
- Experience designing secure administrator interfaces and database-driven applications.
- Strong knowledge of UX/UI principles and data visualization techniques.
- Familiarity with website integration, APIs, and content management systems.
- Understanding of cybersecurity, secure coding practices, and data protection requirements.
- Excellent analytical, problem-solving, and documentation skills.
- Ability to work independently while collaborating effectively with multidisciplinary teams.
- High level of professionalism, attention to detail, and commitment to delivering sustainable technical solutions.
- Fluency in English. Knowledge of Arabic or Shingali-Kurmanji is considered an asset.
