Background
Kurdistan Organization for Human Rights Watch (KOHRW) is implementing the project “Building for Peace through Inclusive Service Delivery and Accountable Local Governance in Sinjar and Daquq” under the Nabni – Building for Peace (B4P) Facility. The project works with consortium partners, local authorities, and communities to strengthen trust and cooperation, improve fair and reliable access to water, health, and education services, and promote more responsive and accountable local governance in Sinjar and Daquq. The programme combines peacebuilding, inclusive dialogue, conflict-sensitive infrastructure rehabilitation, environmental and social risk management, and practical follow-up mechanisms with local authorities and communities.
Position Purpose
The Site Engineer – Daquq is responsible for day-to-day technical supervision and implementation follow-up of Objective 2 rehabilitation works in Daquq, specifically the targeted schools and borehole intervention. The role ensures that works are executed according to approved designs, BoQs, quality standards, workplans, and E&S requirements, and that site-level coordination with contractors, authorities, and project teams is timely and effective.
Key Responsibilities
- Site Supervision and Technical Monitoring
- Supervise day-to-day implementation of rehabilitation works at assigned school and borehole sites in Daquq.
- Verify measurements, quantities, technical specifications, and workmanship against approved drawings, BoQs, and contract documents.
- Monitor contractor progress and identify delays, defects, or non-compliance requiring corrective action.
- School and Borehole Rehabilitation Oversight
- Support implementation of school rehabilitation works, including classroom improvements, roofing, lighting, solar systems, fencing, shaded outdoor areas, and WASH-related upgrades.
- Support implementation of the borehole rehabilitation works in coordination with the WASH Specialist, including water system components, accessibility features, safety measures, and site improvements.
- Ensure implementation remains aligned with technical priorities agreed with relevant authorities and project management.
- Quality Assurance and Measurement Control
- Inspect materials, completed works, and construction practices to ensure compliance with technical standards and approved specifications.
- Check interim quantities and support verification of contractor invoices, progress claims, and completion certificates.
- Prepare snag lists and support final inspection, handover, and verification processes.
- Coordination and Site Communication
- Coordinate closely with contractors, the Infrastructure Coordinator Engineer, the WASH Specialist, the E&S Officer, and local authorities regarding site access, work sequencing, and issue resolution.
- Participate in site meetings, progress update meetings, and joint visits with community representatives and directorate engineers.
- Communicate technical issues promptly to management and recommend practical solutions.
- E&S and OHS Compliance Support
- Work with the E&S Officer to ensure environmental, social, labor, and health and safety mitigation measures are applied at all assigned sites.
- Monitor site safety, housekeeping, material storage, signage, and contractor adherence to agreed site procedures.
- Support immediate reporting and documentation of incidents, near misses, or compliance breaches.
- Reporting and Documentation
- Prepare regular site reports, progress updates, measurement records, photo documentation, and technical follow-up notes.
- Maintain complete site files including daily records, meeting notes, drawings, approvals, variation requests, and completion documentation.
- Provide technical inputs to workplans, procurement clarifications, reports, and handover documentation.
Education
- Bachelor’s degree in Civil Engineering, Construction Engineering, or a related field.
Experience
- Minimum 4–5 years of relevant experience in site supervision, rehabilitation works, or construction management.
- Experience supervising public infrastructure rehabilitation such as schools, WASH facilities, or water-service infrastructure is preferred.
- Experience working with contractors, BoQs, site measurements, and quality control processes is required.
- Experience in donor-funded or conflict-affected settings is an asset.
Skills
- Strong site supervision and problem-solving skills.
- Good understanding of rehabilitation works, drawings, BoQs, and quality control.
- Ability to coordinate effectively with contractors, authorities, and project teams.
- Good reporting and documentation skills.
Languages
- Arabic and/or Kurdish required.
- Working knowledge of English preferred.
