Context/Reporting line:

In the context of Iraq, IOM is a leading actor related to the resolution of internal displacement, supporting both government and displacement-affected populations in overcoming recovery and stabilization challenges. IOM Iraq implements infrastructure rehabilitation, housing reconstruction, rental assistance, and community recovery interventions in conflict-affected and vulnerable areas through direct implementation and in coordination with government counterparts and local communities.

Under the overall supervision of the Head of Sub-Office and the direct supervision of the Infrastructure Coordinator, the successful candidate will lead and oversee the implementation of infrastructure and housing interventions in the assigned areas of responsibility.

The Senior Programme Associate (Infrastructure) will supervise field teams, coordinate with government authorities and communities, support technical assessments and project design, and ensure quality implementation of activities in compliance with IOM standards, donor requirements, and applicable engineering codes.

Core Functions / Responsibilities

1. Lead field-level implementation and supervision of infrastructure, and housing, interventions in the assigned areas of operation.
2. Coordinate closely with local authorities, technical directorates, community representatives, and other stakeholders to facilitate project implementation and ensure alignment with local priorities and technical requirements.
3. Support community engagement activities, including consultations, needs identification, prioritization discussions, and joint field assessments with relevant stakeholders.
4. Conduct and supervise technical assessments for infrastructure and housing interventions, including damage assessments, feasibility reviews, quantity estimations, and identification of technical solutions.
5. Review and support the preparation of technical drawings, specifications, cost estimates, and Bills of Quantities (BoQs) in accordance with Iraqi and international engineering standards.
6. Supervise and provide technical guidance to Field Engineers and site teams to ensure quality implementation, consistency of approaches, and timely delivery of activities.
7. Monitor contractor and beneficiary-led implementation activities through regular field visits and ensure compliance with approved designs, specifications, workplans, and safety standards.
8. Identify implementation challenges, technical risks, and project bottlenecks, and propose practical mitigation measures to the Infrastructure Coordinator.
9. Support procurement and tendering processes through technical reviews, site clarification visits, scope verification, and participation in technical evaluations when required.
10. Coordinate with QA/QC teams to ensure proper quality assurance procedures, material inspections, testing requirements, and corrective actions are implemented.
11. Support contract management processes, including progress verification, certification of completed works, variation assessments, and preparation of supporting documentation for payments.
12. Prepare and review technical progress reports, assessment reports, meeting minutes, implementation updates, and other project documentation as required.
13. Ensure all project documentation, assessments, designs, monitoring records, and implementation updates are properly maintained and uploaded to relevant information management systems.
14. Contribute to the implementation and monitoring of Health, Safety, Environmental, and safeguarding measures during project execution.
15. Support capacity-building efforts for field engineers, contractors, and community stakeholders on technical implementation standards and project requirements.
16. Support field level coordination between infrastructure, housing, and other Programme teams to ensure integrated and area-based approaches.
17. Perform such other duties as may be assigned

Required Qualifications

Education:

• University degree in civil engineering, structural engineering, electrical/mechanical engineering architecture or related field from an accredited academic university with 5 years relevant experience.

 Experience and Skills:

• Demonstrated experience in implementation and supervision of infrastructure and/or housing projects within humanitarian, recovery, or development contexts.
• Experience in community-based assessments, stakeholder coordination, and engagement with local government authorities.
• Strong experience in preparation and review of BoQs, technical drawings, cost estimates, and construction documentation.
• Experience in supervising contractors, monitoring construction activities, and ensuring compliance with technical specifications and quality standards.
• Good understanding of construction management, QA/QC procedures, and engineering standards.
• Experience in managing or supervising field engineering teams is highly desirable.
• Strong reporting, coordination, and communication skills.
• Proficiency in AutoCAD, MS Office, and relevant engineering/project management software.
• Previous experience with UN agencies, INGOs, or international organizations is an advantage.

Languages:

• Fluency in English and Arabic is required.
• Knowledge of Kurdish is desirable.
• Working Knowledge of any other language is an advantage.
