The activities will be based in two main pillars:
First pillar: Support and complement Iraq MoH initiative for cervical cancer screening (CCS) plan by a catalytic intervention which will pilot an integrated decentralized model of care to scale-up the access to CCS care and produce information for future primary and secondary prevention policies. The main axis of this pilot CCS model of care will be:
- Decentralization of services to secondary and primary health care facilities bringing care close to patients’ location to facilitate accessibility.
- Integration of package into existing services for breast cancer screening to ensure that people receive a continuum of health promotion, disease prevention, early diagnosis, early treatment when applicable, and post-treatment follow up
- Task sharing/shifting, by training and mentoring non-specialist doctors to expand care services coverage.
Second pillar: Integrate other relevant services in “integrated services delivery Model”, implementing a “Preventive and screening package of care for women” which will include:
- Explore the Use of Innovation in screening - MSF Foundation, in partnership with MSF and Epicentre, participated in the international PAVE study, assessing a two-step screening algorithm: first, detect high-risk HPV via PCR testing; second, use AI-enhanced visual analysis (automated visual evaluation) to identify precancerous lesions—efficient, accurate, and suitable for low-resource settings.
- Cervical cancer screening, early diagnostic and pre-cancer lesion managementsurgical treatment when applicable + referral for chemo or radiotherapy to national programs

The implementation will be preceded by a KAP assessment to improve interventions uptake, capitalize the results in a way to promote patients, partners and communities’ engagement for co-design and improve the acceptance and uptake of the services.
AMR basic package of care, AMS will be supported in the two projects sites by capacity building activities and basic material support. Data will be capitalised in the overall AMR strategy for Iraq.
TB activities: MSF OCG will ensure continuity of activities initiated by OCB, maintaining the same level of services in the selected locations (Taji Prison, two PHCCs, and Ibn Albaldi Hospital).

This will serve as a foundation for assessing and reviewing the TB strategy, with a focus on decentralizing diagnosis and treatment away from central facilities.
The step approach will focus on:
- Improving the quality of TB care in the target areas.
- Standardizing treatment, screening and diagnosis, through access to rapid diagnostic in line with national and international guidelines.
- Strengthening capacity through training of medical doctors/nurses /lab tech different locations.
