Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).

Expertise France has opened its office in Iraq in January 2019. The Erbil office has responsibility for the implementation of projects in Iraq and Syria and is composed of a Programs Director, Projects Managers, a cross-cutting team (M&E, safety, communication) and a support services unit in charge of admin, finance, human resources, procurement and logistics.

Job Description / Assignment

EF is recruiting a Finance Officer based in Erbil to support EF projects in Iraq, KRG and Syria. Working under the authority of the Senior Finance Officer in Charge of Admin, Finance and HR. The Finance Officer will be responsible for supporting finance matters for EF and its partners in Iraq and Syria.

Overall purpose of the role: The Finance Officer will provide effective and efficient support to Erbil office in bookkeeping: Accounting, managing cash flow, and ensuring all financial records are up to date

  • Manage petty cash payments (cash and bank) and ensure accurate recording of expenses.
  • Maintain and update the cashbook on daily basis, ensuring all expenditures are entered, in sequence with complete and accurate details.
  • Verify all documentation linked to expenditures and ensure full compliance with EF financial regulations, procedures, and documentation requirements, including staying updated on policy changes.
  • Communicate and coordinate with the logistics/procurement department to receive and process all supplier invoices.
  • Prepare BAPs (payment authorizations) for all payments paid directly from the field.
  • Prepare financial documents as needed (e.g., receipts, ERF forms, bank requests).
  • Collect, classify, and archive all financial documents, both cloud and hard copy, with full supporting documents (PR, invoice, GRN, payment, quotations, emails, contracts, award reports, screening etc.).
  • Double-check supporting documents before payments, in close coordination with the Senior Officer.
  • Perform end of month cash count with the Senior Officer
  • Prepare bank documentation required for transfers.
  • Ensure correct budget lines and coding of all expenses for each project in coordination with the Project Managers
  • Follow up with HQ on payments related to field operations that are paid from HQ, in coordination with the Senior Officer and HR/Finance Officer.
  • Monitor finance advances (petty cash advances for suppliers or staff), ensure timely clearance, and record them in the cashbook with proper codes.
  • Perform background checks for any invoice received directly without involvement of Procurement and HR
  • Support the Senior Officer in:
    • cash movement, liquidity management, Preparing payment transfer lists, bank transactions, and transfers.
    • Preparation of monthly financial reporting (FFU).
    • Quarterly cash/bank request preparation
    • Monthly closing process.
    • Preparing external financial audits through document provision, follow-up, and clarification.
    • checking financial documentation from partners (subgrantees) related to payments and advances.
  • Participate in internal compliance reviews when required.
  • Participate in internal EF training related to department and stay updated of changes
  • Maintain confidentiality and ensure secure handling of financial data.
  • Perform any other finance-related tasks requested by the line manager.
  1. TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE

Education level

  • Relevant University degree in Economics/Finances/Accounting or equivalent experience.

Qualifications

  • At least 3 years of previous finance experience in a similar position (bookkeeping, accounting, controlling). Previous work experience for international agencies would be an asset.
  • Computer literate with excellent working knowledge of Microsoft Excel, Word, Outlook, and clouds.
  • Desirable: knowledge of main donors’ procedures (EU and French MoFA/AFD, etc).

Personal qualities

  • Good communication and reporting skills.
  • Strong relationship management skills and the ability to work effectively with finance, administration and program staff.
  • Proactive, results-oriented, and service-oriented.
  • Strong working knowledge of Arabic and English (spoken and written). Kurdish and French would be an asset.
