About Sunrise Organization for Civil Society Development
Sunrise Organization for Civil Society Development (Sunrise NGO) is a humanitarian, non-governmental, non-profit, non-political, and impartial organization established in 2015. The organization emerged from a volunteer-led response to the urgent humanitarian needs following the Yazidi genocide in Sinjar on 3 August 2014 and the wider conflict in Iraq.
Sunrise NGO is officially registered in Iraq, the Kurdistan Region of Iraq, and the Netherlands, and operates across Nineveh Governorate, particularly in Sinjar (Shingal) and Ba’aj districts. The organization works to support conflict-affected and vulnerable communities and to promote safe, inclusive, and sustainable communities for all, regardless of religion, gender, age, disability, or ethnic background.
Sunrise implements programs in education, women and child protection, livelihoods and economic development, peacebuilding, and social cohesion. In all its work, the organization is guided by the humanitarian principles of humanity, neutrality, independence, impartiality, transparency, and do no harm.
Position Information
- Position Title: Project Officer
- Organization: Sunrise Organization for Civil Society Development (Sunrise NGO)
- Duty Station: Sinjar (Shingal) and Ba’aj, Nineveh
- Job Type: Full-time (8 working hours per day / 5 days per week)
- Contract Duration: Until 31 December 2026 (with possible extension subject to performance and project needs)
- Reporting To: Projects Coordinator
- Position Summary
The Project Officer is responsible for supporting effective implementation, coordination, monitoring, and reporting of project activities in line with project objectives, donor requirements, and Sunrise NGO standards. The role works closely with field teams, internal departments, beneficiaries, local authorities, and partners to ensure timely, high-quality, accountable, and well-documented delivery of activities.
The position also contributes to planning, community engagement, data verification, documentation, follow-up, and problem-solving to strengthen project quality, accountability, and overall impact.
Key Responsibilities
2.1 Project Implementation and Coordination
- Support the planning, scheduling, and day-to-day implementation of project activities in line with approved work plans, timelines, and donor requirements.
- Coordinate field-level activities to ensure timely, effective, and high-quality delivery.
- Identify implementation challenges, delays, and field-level issues and support timely follow-up and problem-solving.
- Work closely with the Projects Coordinator and relevant team members to maintain smooth project delivery.
2.2 Field Operations and Community Engagement
- Maintain effective communication and coordination with beneficiaries, community representatives, local stakeholders, and relevant authorities.
- Support the organization of field activities, training, awareness sessions, meetings, and outreach events.
- Promote inclusive participation of target groups in project activities.
- Collect beneficiary feedback and field observations to support accountability and continuous improvement.
2.3 Monitoring, Documentation, and Reporting
- Collect, verify, and compile project field data and supporting evidence.
- Support the preparation of weekly, monthly, and narrative reports as required.
- Document project activities, achievements, challenges, lessons learned, and success stories.
- Coordinate closely with the MEAL team to support data quality, documentation, and accountability.
2.4 Administrative and Financial Support
- Maintain accurate filing and documentation of activity records, supporting documents, and project-related expenses in line with organizational procedures.
- Coordinate with the Finance team to support activity-level budget monitoring and expenditure follow-up.
- Support the accountable and efficient use of project resources in the field.
- Ensure records are organized and available for review, audit, or verification when needed.
2.5 Compliance and Quality Assurance
- Ensure assigned activities are implemented in full compliance with Sunrise NGO procedures, donor requirements, and project guidelines.
- Maintain high standards of safeguarding, accountability, transparency, and ethical conduct in all interactions and operations.
- Support proper documentation, record management, and quality control throughout project implementation.
- Comply with all Sunrise NGO policies, procedures, and standards, including safeguarding, accountability, and ethical conduct requirements.
- Required Qualifications
3.1 Education
- Bachelor’s degree in Social Sciences, Development Studies, Project Management, Business Administration, or a related field.
3.2 Experience
- At least 2 years of relevant professional experience with NGOs in project implementation and field coordination, preferably in Sinjar, Ba’aj, Nineveh, or similar conflict-affected contexts.
3.3 Skills
- Strong organizational, coordination, and follow-up skills.
- Good reporting, documentation, and record-keeping skills.
- Strong communication and interpersonal skills.
- Ability to work effectively in field conditions and manage multiple tasks.
- Proficiency in MS Office applications, especially Word, Excel, and PowerPoint.

- Compensation and Benefits
5.1 Salary
The Project Officer will receive a monthly net salary ranging from IQD 1,250,000 to IQD 1,350,000, in line with Sunrise NGO’s internal salary scale and applicable procedures.
