Working Environment

Jesuit Refugee Service (JRS) is a faith based International NGO that has been working in Iraq for the past eight years. Our mission is to accompany, serve and advocate on behalf of refugees and other forcibly displaced persons. JRS Iraq belongs to JRS Middle East and North Africa Regional Office coordinating the work in Lebanon, Jordan, Syria, and Iraq. In 2024, thirteen people work in the CO and JRS Iraq runs programmes mostly in Qaraqosh, Sharya and Sinuni for an approximate total of 150 staff members.

General Purpose of the Position

The project accountant implements the JRS accounting system to ensure accountability, accuracy, and transparency through the proper functioning of financial documents cycle in the Protection & Education and MHPSS projects co-located at the JRS Community Centre in Sharya.

Main Responsibilities of the Position

A) Financial Management

  1. Assist Sharya Base Director, Base accountant in accounting duties and in the preparation of monthly and annual budgets, as well as in preliminary work for project proposals
  2. Control the budget / fund with the base director and provide her and the Country Finance/Accountant Officer with any data and reports upon request
  3. On time booking for the project expenses in Microsoft Dynamic Navision, making sure of posting the correct BLC and Donor-task code number.

a) Ensure that each receipt/payment is supported with the full/correct documentation (according to the procurement policy) and that it has all necessary signatures.

b) Complete scan for each transaction and upload it to the Navision shared folder. 

c) Monthly archiving process completion for all financial transactions by document number. 

d) Ensure the safety/secrecy for all hard copy documents and all are well organized. 

e) Check that each supporting documents is marked with corresponding Document number.

 

4. Send all transaction and related supporting documents to the country office on time. 

5. Reconcile the actual cash / cash book with the cashier every week, share the signed document with CO.

6. Prepare appropriate documentation and attend any financial control sessions or audits.

7. Ensure financial accounting complies with JRS financial guidelines and procedures and with national and regional legal requirements.

8. Maintain regular and timely communication with the Country Finance/Accountant Officer.

9. Provide financial technical support to logistics assistants and other staff as required. 

10. Provide the management with monthly report highlighting the under/over spent lines, support with implementation planning and monitor the cash flow accordingly. 

 

Availability

  1. Respond to other tasks within the ambit of this position as required by the supervisor
  2. Attend supervision meetings

Qualifications & Preferred Skills

Qualifications, skills and attributes

  • Degree in accounting, finance, business administration, or equivalent. Preferably with a recognised qualification in accounting
  • Good Knowledge in ERP systems, preferably Microsoft Dynamic Navision, good Microsoft Excel user Skills
  • High degree of empathy with forcibly displaced and other vulnerably persons, and a thorough understanding of the responsibility of serving in a humanitarian non-profit organisation
  • Strategic thinking, strong analytical and planning skills, and accuracy
  • Excellent understanding of NGO accounting and budgeting requirements, and at least three years of proven experience
  • Strong knowledge of internal accounting controls and budget/cash flow monitoring.
  • Proficiency and competence in handling finance and communications software
  • Track record of successfully training, mentoring, and supervising fellow administrative staff (e.g., logistics, procurement, cashiers) in financial matters
  • High Integrity and honesty, and open to correction
  • Fluent written and spoken English and Arabic. Kurdish an asset.
  • Ability to carry out responsibilities with minimal supervision and technical support from within the organisation.

  • Ability to work in a multicultural environment.
