Job Summary:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist plays a key role in ensuring high-quality monitoring, evaluation, and reporting systems for KOHRW programs. This position supports full-cycle MEAL processes, including designing tools, conducting evaluations, ensuring data quality, and contributing to project learning. The MEAL Specialist will work closely with program teams to strengthen accountability and ensure evidence-based decision-making.
Job Duties and Responsibilities:
Monitoring and Evaluation:
- Develop, implement, and assess monitoring tools and frameworks for KOHRW programs, partnerships, and funding proposals.
- Collaborate with program teams and donors to design project-specific MEAL plans, including requirements for reporting, baseline surveys, and evaluations.
- Support the program team in periodic evaluations, including baseline assessments, midline, and endline surveys, of different programs.
- Implement standardized data collection tools across projects, ensuring alignment with project log-frames and performance indicators.
- Conduct field visits to validate data, monitor project progress, and assess the quality and completeness of data sets.
Data Quality and Analysis:
- Conduct regular data quality audits to ensure accuracy and completeness of MEAL data.
- Synthesize and analyze quantitative and qualitative MEAL data on a monthly basis, ensuring adherence to KOHRW’s monitoring and evaluation systems.
- Develop MEAL reports, including monthly performance reports, highlighting key achievements, challenges, and recommendations.
- Prepare and share monthly MEAL plans and corresponding activity updates with relevant stakeholders.
Accountability and Learning:
- Capture and document lessons learned and champion the scaling up of best practices across KOHRW programs.
- Develop and manage accountability mechanisms, including complaint and feedback systems, to promote a people-centered approach.
- Coordinate and respond to requests for program data and information from donors and stakeholders.
- Conduct needs assessments and surveys as needed.
Program Development Support:
- Assist the Director of Programs in developing funding proposals, log frames, project reports…etc
- Contribute to the design of project indicators and performance frameworks to ensure alignment with donor requirements.
- Provide data and insights to support the development of project narratives, workplans and technical proposals.
Capacity Building and Team Support:
- Support the recruitment, training, and mentoring of MEAL staff to build technical capacities within the team.
- Manage MEAL data focal points and ensure collaboration with program teams for accurate beneficiary counting and reporting.
- Provide ongoing coaching and performance support to team members.
General Responsibilities:
- Ensure that KOHRW meets internal and donor-driven MEAL requirements on time and with high-quality deliverables.
- Develop and maintain strong coordination with field teams, program managers, and other stakeholders.
- Perform any other duties assigned by the Supervisor or KOHRW head office.
Qualifications and Requirements:
- Education: Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, or a related field. A master’s degree is an advantage.
- Experience: Minimum of 3-5 years of professional experience in monitoring and evaluation within the humanitarian or development sector, preferably with an NGO.
- Technical Skills:
- Strong knowledge of MEAL tools, methodologies, and frameworks.
- Experience with data collection, validation, and analysis, including qualitative and quantitative methods.
- Proficiency in data analysis software such as Excel, SPSS, or other relevant tools.
- Experience in conducting field assessments and evaluations.
- Soft Skills:
- Excellent communication, reporting, and interpersonal skills.
- Ability to work independently and as part of a diverse team.
- Strong analytical and problem-solving abilities.
- Language: Proficiency in English and (Arabic and/or Kurdish)
