NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.
The purpose of the Livelihoods and Food Security Coordinator position is to coordinate the implementation of delegated aspects of the Livelihoods and Food Security (LFS) Core Competency project portfolio in camps and informal settlement for NRC’s Syria Response Office, North East Syria Area Office covering Ar-Raqqa and Al-Hassakeh governorates. The position holder is expected to follow NRC’s standards, procedures, and guidelines for project governance applicable for the particular projects. S/he is also responsible for the overall planning and coordination of all LFS interventions, either directly within the LFS CC or as an integrated approach across other CCs and across the Area Office
Generic responsibilities
- Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines;
- Line management of Livelihoods and Food Security project field staff (Officers and Assistants)
- Contribute to LFS strategy development/revision, provide input/analysis on livelihoods and Food security needs and gaps; contribute to proposal development
- Coordinate and Manage the implementation of delegated portfolio of LFS projects (activities, project documentation, budget tracking) as delegated by the Area
- Programme Manager (APM) and Livelihoods and Cash Programme Development Manager (LFS PDM) in line with proposals, strategies and donor requirements, and ensure high technical quality, including compliance
- Provide regular progress reports to the APM and LFS PDM
- Ensure that projects target beneficiaries most in need of assistance, explore and asses new and better ways to assist including protection principles
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure capacity building of LFS team and transfer key technical skills to staff under your supervision
- Liaise and collaborate with partners, relevant working groups and clusters, relevant local authorities and other key stakeholders
Specific responsibilities
Programme Development:
- Identify information gaps and conduct necessary assessments (market assessments, mapping, needs assessment), contribute to analysis, and develop recommendations for market-based livelihoods programming based on findings;
- Support PDM to develop linkages with relevant service providers and other relevant stakeholders;
- Contribute in designing projects and monitoring mechanisms relevant to NRC’s Livelihoods and Food Security strategy.
Programme Management:
- Lead the start-up and coordinate the implementation of Livelihoods and Food Security activities;
- Budget management for all the LFS projects/portfolio implemented in the Area;
- Ensure programmatic quality through constant monitoring of project activities;
- Document lessons learned and best practices;
- Develop required tools or processes with technical support from PDM to support the delivery of assistance;
- Ensure compliance with all reporting requirements;
- Ensure participatory Approach throughout the project cycle;
- Oversight of targeting and verification approach for various activity streams;Support on development and use of internal and external referral mechanisms;
Logistics, Finance, and Human Resource Management:
Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the LFS team (including supply chain management);
Coordination and Representation:
Establish strong working relationship with targeted communities, including local leaders and identification of local focal points through field teams;
Represent NRC in relevant coordination meetings;
Professional competencies
- Generic professional competencies for this position:
- Minimum 3 years of experience from a project implementation and/or management position in a humanitarian/recovery context
- Background in economics and/or business administration is required.
- Experience overseeing multiple activity streams and budget tracking
- Technical Livelihoods expertise in transition/early recover context, including agriculture, cash transfer programmes, small business development and/or soft-skills training
- Commitment to an evidence- and needs-based approach
- Demonstrated results with conflict-sensitive and adaptive livelihoods activities
- Demonstrated experience managing diversified teams based in different/multiple locations
- Fluency in English, both written and verbal
