Main Purpose
Is responsible for the technical supervision and coordination of all legal activities and ensures that the legal services and activities meet quality standards. While based in the Baghdad Community Service Centre, the position requires supervising lawyers working remotely from different governorates in Central and South Federal Iraq, hence, potential frequent travel.

Main Responsibilities
Leadership, Team Management and Staff Development
● Lead, coordinate, and oversee all daily legal activities within the assigned areas of coverage, acting as the primary focal point for legal and protection programming.
● Supervise and support Lawyers, fostering professional, respectful, and collaborative working relations, and ensuring high-quality performance across the team.
● Develop weekly and monthly team work plans in line with project goals, donor requirements, and protection standards, ensuring timely implementation of activities.
● Identify staff capacity gaps and provide tailored coaching, mentoring, and training (including simulations and workshops) to strengthen technical competencies.
● Participate in recruitment processes for legal staff when needed and provide structured performance feedback, including probation reviews and annual evaluations.
● Plan and oversee staff leave to ensure continuity of services, and address performance issues in coordination with management and HR, following internal policies.
Technical Oversight and Quality Assurance
● Provide technical guidance to legal staff to ensure compliance with internal SOPs, Legal Assistance and Detention SOPs, donor regulations, CHS principles, and national legal frameworks.
● Ensure high-quality delivery of legal counselling, assistance, and representation, including administrative claims, civil documentation, and court procedures, respecting confidentiality and ethical standards.
● Conduct regular case audits and spot checks to verify adherence to SOPs and documentation standards; provide corrective feedback and technical support as needed.
● Monitor response times, follow-up actions, and decision-making processes through legal databases/platforms to guarantee timely and appropriate support to beneficiaries.
● Oversee accurate filing, secure storage, and archiving of legal case files, ensuring data protection and confidentiality.
Case Management, Referrals, and Beneficiaries’ Support
● Act as the referral focal point for legal cases in the area of coverage, maintaining effective referral pathways with internal teams and external service providers.
● Ensure lawyers treat beneficiaries with dignity and respect, clearly explain legal options, and remain accessible for follow-up inquiries.
● Raise community awareness on available services, staff conduct expectations, and feedback mechanisms, and collect feedback from beneficiaries during activities.
● Participate in complex case discussions and interdisciplinary case meetings.
● Step in and provide legal assistance to beneficiaries with legal needs when lawyers' caseload is high or when requested by the supervisor.
Project Management, Planning and Financial Oversight.
● Support the development and implementation of work plans, ensuring alignment with project targets and protection principles.
● Ensure qualitative, timely implementation, monitoring, and evaluation of legal services and related activities.
● Review and approve cash requests for legal assistance in accordance with internal procedures; supervise distribution, invoicing, and reporting; and monitor budget expenditure for legal activities.
● Analyse legal trends, emerging issues, and caseload data to inform program adaptations and contribute to timely, high-quality reporting.
● Lead consolidation of legal data and case management records in coordination with the IM team, ensuring accuracy and confidentiality.
● Draft technical monthly reports and provide regular updates to management on progress, challenges, and strategic recommendations.
Coordination and Representation
● Establish and maintain effective working relations with local authorities, justice actors, partner NGOs, UN agencies, and other stakeholders to support coordinated legal and protection responses.
● Proactively participate in relevant working groups, coordination forums, and advocacy initiatives at the area or national level.
● Represent the organisation in external meetings as requested by management, ensuring accurate communication of legal programming priorities and achievements.
Capacity Strengthening and Tool Development
● Design and facilitate training for staff, community members, partners, and authorities on legal topics and legislation relevant to civilian protection.
● Support the development and updating of legal SOPs, legal and protection tools, and training materials, adapting them to the operational context in coordination with Protection Manager/Coordinator.
Accountability, Safety and Compliance
● Ensure legal services meet internal quality benchmarks, donor requirements, and Core Humanitarian Standards.
● Monitor staff safety and security in the field, reporting concerns promptly and coordinating with designated focal points.
● Ensure accountability to affected populations by promoting safe, accessible feedback channels and reporting community feedback to supervisors.
Additional Duties
● Facilitate evidence-based advocacy initiatives to improve access to rights and services for persons of concern.
● Perform any other tasks requested by the supervisor to support the effective implementation of legal and protection programming.
Requirements
Education
● Bachelor’s degree in law. An advanced university degree in Law is an advantage.
Professional Experience
● Minimum three years of relevant professional experience (of which at least 1 year in a supervisory role)
● Previous working experience with refugees and asylum seekers (RAS)
Professional Requirements
● Legal authorization to practice as a lawyer, registered at the local bar association (practicing criminal, civil, family law, and other laws in Iraq and KRI)
● Excellent knowledge of the local legal system and legal procedures
● Strong knowledge of international protection, human rights legal standards and psycho-social support
● Excellent computer skills (Word, Excel, Power Point)

Languages
● Fluency in Arabic and English is mandatory. Knowledge of Pashto is an advantage.
