1. Organizational Background
Terre des Hommes Italy (TDH Italy) is an international non-governmental organization working to protect and support vulnerable children, families, and communities. In Iraq, TDH Italy implements humanitarian and development programmes aimed at improving protection, access to essential services, and the well-being of vulnerable populations.
2. Position Summary
TDH Italy is seeking a qualified and experienced Lawyer to provide legal assistance to internally displaced persons (IDPs) in Baghdad, with a particular focus on facilitating access to official civil documentation.
The Lawyer will support eligible individuals and families in obtaining, renewing, replacing, or correcting essential civil documents required to access public services, education, healthcare, social protection, freedom of movement, and other fundamental rights.
3. Main Responsibilities
Under the direct supervision of the Project Manager, the Lawyer will:
- Provide individual legal consultations to internally displaced persons concerning civil documentation and related legal matters.
- Assess beneficiaries’ documentation needs and clearly explain the applicable legal and administrative procedures.
- Assist beneficiaries in obtaining, renewing, replacing, or correcting official documents,
- Prepare legal applications, official requests, statements, and supporting documentation on behalf of beneficiaries.
- Accompany or legally represent beneficiaries before courts, Civil Status Directorates, government departments, and other competent authorities when required and authorized.
- Follow up on submitted documentation requests until completion or until all available legal and administrative options have been exhausted.
- Coordinate with courts, relevant government departments, local authorities, civil society organizations, and other service providers.
- Identify beneficiaries requiring additional or specialized assistance and refer them to the appropriate services according to established referral procedures.
- Conduct legal awareness sessions for IDPs on civil documentation procedures, legal rights, and available services.
- Maintain accurate, secure, confidential, and updated records of all legal assistance provided.
- Prepare weekly and monthly reports on activities, achievements, challenges, pending requests, and results while protecting beneficiaries’ personal information.
- Inform the Project Manager of any legal, administrative, or procedural changes affecting access to civil documentation.
- Ensure that all services are provided without discrimination and in accordance with confidentiality, informed consent, Do No Harm, and protection principles.
- Comply with TDH Italy’s Code of Conduct, safeguarding, Child Protection, Prevention of Sexual Exploitation and Abuse (PSEA), and data-protection policies.
- Perform any other relevant duties assigned by the direct supervisor within the scope of the position.
- Bachelor’s degree in Law from a recognized Iraqi university.
- Valid membership in the Iraqi Bar Association type B.
- Minimum of three years of relevant professional experience as a lawyer.
- Proven experience in civil documentation procedures and legal representation before Iraqi courts and government authorities.
- Good knowledge of Iraqi laws and administrative procedures related to civil documentation.
- Previous experience supporting internally displaced persons, returnees, or other vulnerable groups is strongly preferred.
- Previous experience working with national or international NGOs is an advantage.
- Strong legal drafting, research, negotiation, and case follow-up skills.
- Ability to prepare official requests, legal applications, and supporting documents accurately.
- Strong communication and interpersonal skills, with the ability to explain legal procedures clearly to beneficiaries.
- Commitment to confidentiality, informed consent, non-discrimination, and Do No Harm principles.
- High level of integrity, professionalism, neutrality, and respect for vulnerable individuals.
- Strong organizational, documentation, and reporting skills.
- Ability to work independently and effectively within a multidisciplinary team.
- Ability and willingness to travel within Baghdad when required.
- Good computer skills, particularly Microsoft Word, Excel, email, and electronic recordkeeping.
- Fluency in spoken and written Arabic is required.
- Working knowledge of English is preferred.
