Planning, Implementation

• Lead the formal integration of Early Warning Systems (EWS) for DRR and climate preparedness into existing or new community committees, including Water User Coordination Mechanisms, Farmers' Associations, Pastoralist Groups, women's groups and Water Authorities.
• Design and deliver practical trainings to strengthen the resilience and preparedness of at-risk populations through ecosystem-based adaptation (EbA) and agroecology approaches, covering water management, climate-smart agriculture, and climate-resilient crop and livestock practices suited to extreme heat, drought and sandstorms.
• Coordinate and technically oversee the provision of climate-smart agricultural and livestock inputs to trained workers, ensuring alignment with training content and mitigation of climate-related hazards.
• Lead the implementation of water management actions, including construction and/or rehabilitation of water infrastructure (reservoir tanks, existing water points and irrigation drainage) for the most vulnerable groups.
• Identify, design and oversee the implementation of nature-based solutions (NbS) as anticipatory disaster risk reduction measures to reduce hazard impacts and strengthen ecosystem-based resilience.
• Plan and lead the roll-out of multi-channel community awareness and preparedness campaigns on climate-related hazards, early-warning dissemination, and household-level DRR practices in vulnerable areas.
• Ensure the technical quality, coherence and timeliness of all assigned activities in line with the project workplan, budget and overall climate resilience/DRR strategy.

Resource Management, Reporting and Data Collection

• Supervise, coach and support the Project Assistant(s) and field teams in the day-to-day implementation of activities.
• Monitor progress of activities against the workplan and budget; identify and flag risks, bottlenecks or delays in a timely manner.
• Ensure accurate collection, verification and compilation of data and indicators related to EWS integration, trainings, input distribution, infrastructure works and NbS interventions.
• Draft narrative and technical reports (weekly, monthly and donor reports as required) on activity progress, results and lessons learned.
• Maintain up-to-date beneficiary lists, distribution records, training attendance sheets and infrastructure completion documentation.
• Contribute to procurement planning and follow-up for climate-smart inputs, training materials and construction/rehabilitation works, in coordination with logistics and procurement teams.

Community Mobilisation

• Engage and coordinate with community committees, Water User Coordination Mechanisms, Farmers' Associations, Pastoralist Groups, women's groups and Water Authorities to secure ownership and sustainability of EWS integration.
• Mobilize at-risk populations, including women, farmers and pastoralists, for participation in trainings, awareness campaigns, and infrastructure/NbS activities.
• Liaise with local authorities, community leaders and other stakeholders to facilitate access, buy-in and coordination of activities.
• Ensure meaningful, safe and inclusive participation of vulnerable groups throughout all project activities.
• Promote conflict-sensitive and context-appropriate community engagement, in line with AGO's principles and code of conduct.

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Support the design and roll-out of MEAL tools and processes (indicator tracking sheets, post-distribution monitoring, training evaluations, infrastructure/NbS monitoring checklists) for all assigned activities.
• Ensure activity data is collected in line with the project's MEAL plan and logframe indicators, and that data quality, accuracy and timeliness are maintained.
• Support the establishment and functioning of community-based complaints and feedback mechanisms (CFM), ensuring beneficiaries can safely raise concerns related to EWS, trainings, input distribution, infrastructure works and awareness campaigns.
• Contribute to after-action reviews, lessons-learned exercises and beneficiary satisfaction surveys, and support the integration of findings into activity implementation.
• Coordinate with the MEAL team/focal point to facilitate monitoring visits, data verification exercises and evaluations, and follow up on recommendations.
• Support accountability to affected populations (AAP) by ensuring community awareness of project objectives, entitlements and feedback channels.

• Language Skills: Fluent in Arabic; knowledge of English is an advantage.
• Education Degree: University degree in Environmental Science, Agriculture, Disaster Risk Reduction, Natural Resource Management, Water Resources Engineering, or another related discipline.
• Work experience: Minimum 5 years of experience in DRR, climate resilience, EbA/agroecology, water management or related community-based programming.
• Knowledge & skills: Strong technical knowledge of Early Warning Systems, DRR, EbA/agroecology, water infrastructure and nature-based solutions; good analytical, planning and writing skills; training and facilitation skills.
• Computer skills: Good knowledge of MS Office software (Word, Excel, PowerPoint); knowledge of GIS/mapping tools is an advantage.

Other: Experience working with community committees and at-risk populations; good capacity-building and supervisory skills; familiarity with the local context; valid driving license is an advantage.
