We are seeking to employ a candidate for the following position:

Main purpose of the job:
Execute administrative, HR and legal related tasks to support the Personnel admin Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity re-quired to achieve project objectives
Accountabilities:
- Under supervision of the Personnel Admin Manager manage personal files in order to ensure accuracy, compliance and on time payments.
- Updating the HR database and personal files to facilitate HR processes management.
- Updating Social security & Tax office files in order to meet legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance
- Preparing employment contracts in conformity with legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance.
- Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
- Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
- Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
- Additional HR/ Admin tasks delegated by the Project HR Manager

MSF CH/Context Specific Accountabilities: |

Tranist specific Tasks:
- Send International Staff Welcome package via mail prior to arrival at BGD
- Arrange pick and drop at Baghdad office in collaboration with logistics department
- Make sure the accommodation information is updated in IMs guest house
- Share departure information to staff transiting via BGD.
- Issue Visitor's phone, visitor's computer/mail, kidnapping card, PD, MSF ID on arrival
- Manage and book Accommodation for visitors and IMs in coordination
- Organize Briefing / debriefing planning for newcomers
- Brief IMs on transit to BGD or when passing by coordination
- Gap fill for Transit Assist in Baghdad when gaps
- Follow up visas and IMs replacement in absence of HRCO assistant
HR Specific tasks:
- Responsible for archiving process of inactive staff files and active files in coordination and update copies received from projects to be archived under Coordination storage.
- Follow check list to complete Baghdad coordination payroll and ensure PIT and SS contribution as per the country laws and staff data is uploaded in the SS system and at tax offices.
- Share PIT and SS deductions sheet every month to finance department and retained copies for HR record needed for annual reporting.
- Share per all and monthly homere reporting of Baghdad coordination with PAM
- Follow up on leaves, contract, appraisal for NS in Coordination to be kept in personal file both hard and soft
- Organize Briefing for NS about NS policies and MSF regulations in IR
- Managing hygiene, coffee break and stationery for office/guest houses
- Handling internal purchase request and job request for guest houses
- preparing per diem for expat and NS when on transit to Erbil office
- Manage domestic staff and ensure facilities in Office and IMS guest house are up to date
- Any additional task related to HR delegated by line manager/functional manager

Specific requirements for the role:

Education |
- Essential: - Desirable finance, business or administration related diploma.
|
|
Experience |
- Essential previous working experience of at least 2 years in relevant jobs. - Desirable experience in MSF or other NGOs in developing countries. |
|
Languages |
- Essential: Fluency in English (minimum B2) and Arabic (spoken & written) |
|
Knowledge |
- Essential: Computer literacy, - Desirable: Familiar with Homere Software |
