Nonviolent Peace Force Invitation to Bid No. ERB101025 – PROVISION OF LEGAL ACCOUNTANT SERVICES

Dear Sir/Madam, 

Nonviolent Peaceforce (NP) is a global non-profit organization. We protect civilians in violent conflicts through unarmed strategies. We build peace side by side with local communities. We advocate for the wider adoption of these approaches to safeguard human lives and dignity.

Within the framework of its program in IRAQ, Nonviolent Peaceforce is looking to contract services for the Legal accountant, to facilitate the financial reports for both DNGO-KRG and DNGO-Baghdad. For the year 2025, This service is designed to ensure the accuracy and compliance of NP financial reports for both DNGO-KRG and DNGO-Baghdad.

Therefore, Nonviolent Peaceforce is inviting prospective companies offering LEGAL ACCOUNTANT services to submit bid under a Request for quotation (RFQ) process for the above-mentioned service.

SERVICE DESCRIPTION

The Legal Accountant will work on preparing the DNGO financial reports and activities for both KRI and Baghdad DNGO. It involves a meticulous revision of the financial reports, ensuring they meet the standards of both DNGO of Kurdistan and Baghdad, and encompass the following key objectives:

Prepare and audit financial reports and activities for 2025:

  1. Review NP’s Trial Balance and Accounts and prepare financial reports for both DNGO-KRG and DNGO-Baghdad for 2025.
  2. Verify the financial report for DNGO-Baghdad by obtaining the Iraqi Associations of Accountants' stamp.
  3. Verify the financial report for DNGO-KRG by receiving the Syndicate of Accountants and Auditors’ stamp. This service requires attention to detail, a comprehensive understanding of financial reporting standards, and the ability to liaise with relevant accounting authorities for necessary verifications.
  4. The upcoming deadline for report submission to both DNGO-KRG and DNGO-Baghdad on 31/03/2026, we would like to request a minimum of three months in advance to facilitate a seamless collaboration with the Legal Accountant Provider in preparing the necessary reports.

Typically, the qualifications and requirements for such a position may include a combination of the following:

Education:

  1. Relevant certifications (Certified Public Accountant)..
  2. Professional Certification: Having a professional accounting certification by syndicate (required).

Knowledge:

  1. Accounting Standards: Familiarity with local and international accounting standards, such as Generally Accepted Accounting Principles (GAAP) or International Financial Reporting Standards (IFRS).
  2. Tax Regulations: Understanding of local tax regulations and reporting requirements.
  3. Legal Knowledge: Knowledge of legal requirements related to financial reporting for NGOs in Iraq and Kurdistan.

Experience:

  1. Accounting Experience: Previous experience in accounting or finance roles, particularly in the nonprofit sector or similar organizations.
  2. NGO Experience: Experience working with NGOs and an understanding of the specific financial reporting requirements for such organizations.
  3. Software Proficiency: Proficiency in accounting software and financial management tools.
  4. Communication Skills: Strong written and verbal communication skills, as the role may involve liaising with various stakeholders.

Additional Considerations:

  1. Language Skills: Proficiency in English and any local languages relevant to the organization's operations.
  2. Cultural Sensitivity: Understanding and sensitivity to the cultural and social context of the region where the NGO operates.
  3. Service Provider should submit their bid by email OR in a sealed envelope and delivered either personally or by courier to Nonviolent address below in English Language, as scans of original signed and stamped hardcopy documents.

Profile of the consultant(s) and Documentation to provide.

  1. Proven experience in practicing and facilitating the requested financial service subjects. 
  2. Experience in facilitating DNGO-KRG and DNGO-Baghdad.
  3. Curriculum Vitae of the consultant(s) detailing the previously relevant experience. 
  4. Letters of reference from previous clients. 
  5. A financial bid quoted in USD/IQD (inclusive of the cost of insurance, servicing, etc. outlined above, and all associated tax and fees).

All documents must be signed and stamped by the relevant Representative. All bids must be valid for 30 calendar days from the closing date of the request for Quotation advertisement.
