Description

Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

 

We are seeking to employ a candidate for the following position:

Finance and Accountancy Manager

 

Place of work: Baghdad – coordination office

Main purpose of the job:

 

Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.

 

Accountabilities:

 

  • Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
  • Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, to verify the evolution of project finances and provide information about them
  • Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analyzing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes etc.)
  • Coordinating and overseeing the payment and reporting of tax liabilities to comply with legal obligations.
  • Coordinating and supervising the conduct of local audits relating to accounting, tax, labour law, stock and asset management
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
  • When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, HR / Logistics Managers, etc).

MSF CH/Context Specific Accountabilities:

 

 

  • Preparing the Finance Annual Report (KRG&FI) to be submited to Local Aurhorities (DNGO) and coordinate with other departement (HR, Logistic) and the selected charter Accountant the required process and Document to be annexed.
  • Being Finance Focal point for checking coordination Contract and provide input and Reference to comply with MSF Standard& Accounts archiving (Hard/Soft copy of accounting documents).
  • Planning and conducting frequent field visit and provide feedback and support to Finance/HR/LOG team in the field/project to hamrnonize process in the mission
  • Empowering Erbil/Baghdad Accountant by delegating him/ her some task related to the mission Monthly closure

Qualifications & Preferred Skills

Specific requirements for the role:

 

Education

-          Essential: Bachelor’s degree in accounting, finance or business administration.

-          Desirable: solid accountancy training and experience-professional accounting qualification.

Experience

-          Essential: 4 years previous experience in similar relevant position.

-          Desirable: 2 years’ experience with any MSF section

Languages                           

-          Essential: Fluency in English (minimum B2) and Arabic (spoken & written)

Knowledge

-          Essential: computer literacy (word, excel, PowerPoint, internet, messengers etc.)

-          Local accounting standards,

-          Desirable MSF accounting software (Unifield), ERP system knowledge of local tax, social security, labour and or financial laws would be an asset.
