Description

Job purpose:

The HR/Finance Assistant supports the smooth implementation of HR, administrative, and financial processes for the NPA MAD project in Thi Qar. The role ensures accurate staff documentation, payroll and social security processing, proper cash handling, and compliance with NPA procedures, serving as a key link between HR and Finance to maintain efficient project operations.

Responsibilities:

General responsibilities:

  • Work within the framework of NPA core values
  • Act as an ambassador for NPA, through professionalism and conduct
  • Adhere to all NPA policies, regulations and procedures
  • Maintain and care for all equipment issued by NPA and for any loss or damage, you will be liable for repair or replacement
  • Follow all verbal and/or written instructions, unless in direct violation of safety and duty of care
  • Ensure a safe workplace and protect all staff and equipment from damage/ injury

Specific duties:

HR/Admin

  • Checking and keep track for databases, leave, attendance, Pers files, ID cards, etc.
  • Follow-up and support Team Leader with the HR policy, all disciplinary issues
  • Act as the link between HR & Finance for pay sheets/attendance/perdiems etc.
  • Follow-up with social security and tax of local staff documentation.
  • Prepare monthly social security and payroll with documentation
  • All general administration issues – Including leave, holidays, establish filing systems, general archiving.
  • Advise and assist on general issues regarding NPA’s rules and regulations.
  • Assist Senior HR Officer when needed at recruiting staff, preparing advertisements and checking application, forms scheduling interviews, contacting shortlisted candidates,
  • Update monthly reports
  • Populate the HR database and maintain staff records and files.
  • Understand and be fully aware of NPA’s ‘Actions On’ regarding medical incidents
  • Ensure mobile communications are always maintained and in the event of an emergency.
  • Collect and verified monthly time sheet for local staff.
  • Archive all HR soft-copy and hard-copy documents on daily basis on SP.
  • Any additional duties as may be required and tasked by the Senior HR Officer or Senior Finance Officer

 

Finance

  • As a cash box holder, prepare and pay the cash payment based on the valid duly verified supporting documents as per NPA and donor regulations.
  • Make sure all supporting documents such as PR, PO, contract, and valid bills/invoices are received in line with the procurement checklist and necessary signatures are obtained before making any payment and settlement of advances.
  • Maintain cash manual journals and reconcile the cash account balance regularly.
  • Arrange all payments supporting documents in line with the Voucher Form checklist to hand over to SFO when it comes for month end cash count.
  • Perform cash reconciliations daily and do monthly cash count with a management staff and SFO from Basra.
  • Request for cash transfer to cash account as per the expected weekly expenses to SFO and maintain the minimum cash limit as per the set limits in SharePoint.
  • Be responsible for the safe key, cash and all documents to be stored in a secure place.
  • Any other tasks assigned by Line Manager and SFO.
Qualifications & Preferred Skills

Required qualifications:

Must have:

  • Bachelor degree in business or related
  • Willingness & ability to travel within the country
  • Familiarity with commonly used computerized accounting & HR software

Desirable:

  • 1-3 years' experience the HR/Admin/Finance
  • Experience in working with International NGO`s
  • Related experience with the mine action sector
