Terms of Reference (ToR) – Sinjar-Based Photographer
Post Title: Consultant – Producing videos and photographs for the project, collecting success stories, and covering the photography for the project closing event.

Background
Welthungerhilfe (WHH) seeks to contract a professional photographer based in the Sinjar District to document ongoing humanitarian and recovery interventions project 1092 implemented in collaboration with various partner organizations. The purpose is to ensure consistent, high‑quality, ethically responsible visual documentation across the Sinjar District. The collected materials will support storytelling, donor visibility, partner recognition, advocacy, and public engagement at regional and international levels.
Objectives

The contracted photographer will support WHH’s communication objectives by:

Documenting project activities, community engagement, and humanitarian impact throughout the Sinjar District.

Producing high-quality visual content suitable for communication, advocacy, donor reporting, and fundraising.

Supporting WHH’s story-centred approach by identifying and documenting human-interest stories over time.

Capturing multimedia assets aligned with WHH’s technical and ethical standards.
Scope of Work
The photographer will:
- Capture high-quality photography and, when possible, short video clips of WHH-supported activities, staff, beneficiaries, and facilities.
- Ensure all visuals comply with WHH visual language guidelines.
- Upload video sequences that have undergone color grading per WHH specifications in at least 4k and 30fps via secure file transfer.
- Deliver photos in high-resolution, printable quality (minimum DIN A3, 300 dpi).
- Produce images in RAW format using a professional DSLR or equivalent high-quality equipment.
- Identify compelling human-interest story opportunities with WHH teams.
- When feasible, follow selected individuals/households longitudinally.
- Produce portrait, contextual, and activity-based imagery to support narrative development.
- Capture a mix of close, medium, and wide shots.
- Gather short informal interviews or background notes.
- Accurately caption visuals with IPTC metadata (where, who, when, what, why) including consent.
- Provide raw and edited files via secure transfer.
- Ensure strict adherence to WHH ethical photography, consent, and visual language guidelines.
Deliverables (To be adapted job-to-job for flexibility)
1. Human-Interest Content
- Visual documentation of 1–3 individual/household-level stories.
- Portrait + contextual imagery enabling narrative development.
- Basic interview notes (written or audio) including quotes, background, and context.
2. General Project Documentation
- Assignment-specific photo/video packages per agreed brief.
- 5–10 short raw video clips (10–30 seconds), when feasible.
3. Supporting Information
- Caption sheet including project/site reference, IPTC metadata, consent status.
- Structured file delivery (per WHH guidance).
A. Human-Interest Content
- Visual documentation of 1–3 individual or household-level stories over time.
- Portrait + contextual imagery enabling narrative development.
- Basic interview notes (written or audio) including quotes, background, and relevant context.
B. General Project Documentation
- 50–100 edited photos per assignment, covering beneficiaries, WHH activities, facilities, and community context.
- A balanced mix of wide, medium, and close shots.
- 5–10 short raw video clips (10–30 seconds each), where feasible.
C. Supporting Information
- Caption sheet including project/site reference, subject information, date, location, and consent status.
- Structured file delivery (folder organization as briefed).
- Duration and Modality
- Contract duration: three months (framework/service agreement).
- Payment: Per assignment or per day of work, based on deliverables used.
- Location: Sinuni, Siba Shikh KHider, Qeyrawan and Sinjar District
- Reporting line: To WHH Project Manager to be approved by Communications and Advocacy Officer (Amman).
Ethical and Technical Standards - Comply with WHH Child Safeguarding Policy and Do No Harm principles.
- Follow WHH consent processes and maintain all consent documentation.
- Avoid photographing individuals unable to consent without WHH guidance.
- Adhere to WHH visual language guidelines.
- Protect subjects’ identity, dignity, and security at all times.
- Ensure no materials are shared or published without WHH approval.
- Meet WHH technical standards for composition, RAW capture, 4k/30fps video, resolution, color grading, and IPTC metadata.
Selection Criteria
- Strong portfolio in documentary or humanitarian photo/video journalism.
- Ability to work independently under challenging conditions.
- Experience with ethical storytelling and consent.
- High-quality equipment (professional DSLR or equivalent).
- Good coordination and communication skills (Kurdish and Arabic essential, English desirable).
- Ability to work safely and independently under challenging conditions.
- Familiarity with ethical storytelling and informed consent.
- Strong coordination skills; Arabic required, English an asset.
Payments
Payments will be made by cash in Iraqi Dinars (IQD) based on attendance sheet acceptance of service and invoice.
The consultant will be paid after submission of the specified photos and videos and approval by Communications and Advocacy Officer (Amman).
