Description

Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

 

We are seeking to employ a candidate for the following position:

Finance Assistant

Main purpose of the job:

Controlling the daily cash/check management, supporting the project accounting staff, overseeing and preparing the projects books manually and in UNIFIELD (accounting software) in accordance with the Finance Accountancy Manager (FAM) instructions and MSF protocols, standards and procedures in order to provide accurate, reliable and updated financial information

 

Accountabilities:

 

  • Controlling the daily cash and check management and ensuring that all receipts and documentation meet MSF requirements (procedures, deadlines, information, signatures ...). Tracking bills/vouchers, invoices and other running costs and analyzing the related information (costs, service contracts ...) in order to give reliable and updated information.
  • Controlling cash advances and cashbook movements for each petty cash box, recording all IN and Out transactions, ensuring that cashbox balances always reflect the actual amount of money kept in the cashboxes and investigating any discrepancy. Ensuring strict compliance with cash control procedures for each cashbox / currency (daily cash control, weekly cash inventory and reconciliations)
  • Performing currency exchange operations in accordance with the country's exchange rate policy
  • Ensuring monthly accounts report in accordance with MSF procedures, checking individual entries and preparing the necessary administrative documents (originals) as a basis for justification and explanation of payments and receipts made.
  • Preparing the timely payment of taxes.
  • Being responsible for the processing of UNIFIELD (accounting software) peripheral accounting (projects and capital) including checking the quality of the mission accounting allocations and their conformity (correct encoding of salaries, following up and matching of internal transfers and advances in the mission, checking invoices and their allocations, preparing payment order documents to be sent to HQ). Analyzing the problems of the cash box discrepancies and giving technical help to find solutions.
  • Being responsible for filing accounting documents and their annexes, preparing documents for audits, organizing the scanning of documents and archiving mission financial documents
  • Informing supervisors of any issues / problems that may arise in their job performance.

MSF CH/Context Specific Accountabilities:

 

 

  • Carrying out all accounting tasks and activities, classifying, preparing, and filing of all accounting vouchers/supporting documents (physical & electronic) and encoding in UNIFIELD (accounting software).
  • Ensure strict control of all expenditures and the reliability of statements and documentation.
  • Preparare regular and periodic cash, bank and check reconciliations.
  • Implement Petty cash management procedures in order to ensure the highest control and security, and ensure pro-active cash availability for MSF Suppliers and service providers.
  • Manage movements of funds as per the request from FAM/FINCO.
  • Ensure accuracy of accounting, with daily encoding IN UNIFIELD, and pro-actively respecting internal controls, good cashbook, bankbook, salary, taxes and advance management and that deadlines are respected.
  • Have good command over UniField accounting software and its Chart of Accounts,
  • practice Advance Requestors list, Standard financial descriptions and Cash opening hours etc.
  • Support in preparing the necessary documents during the internal/external audit, donor audit or audit by the Iraqi government.
  • Performing related tasks and preparing any other reports may be requested by FAM/FINCO.

Qualifications & Preferred Skills

Specific requirements for the role:

 

Education

-          Essential: Bachelor’s degree in accountancy, Finance, Business Administration

- Or Professional Qualification

 

Experience

-          Essential: previous working experience of at least 2 years in the job

-          Desirable: In administration and accounting (minimum 1 year).

-          experience with MSF or other NGOs in developing countries is an asset

Languages                           

-          Essential: Fluency in English (minimum B2) and Arabic (spoken & written)

Knowledge

-          Essential: Computer literacy (word, excel, internet, PPT)

-          Desirable: Unifield user
