Expertise France (EF) is a public agency created on 1st January 2015, under the supervision of the French Ministry of Foreign Affairs along with the ministry of Economy and Finance. EF is a result of the 6 French public agencies merging and has a strong inter-ministerial vocation. EF offers programme engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder programmes, EF can ensure the cooperation between individuals, teams and institutions with very different backgrounds, cultures and specialisations. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international programmes.

Project Overview

The Iraqi Women Economic Empowerment (IWEE) project aims to strengthen women's economic participation through entrepreneurship, capacity building, and enhanced financial access. The project focuses on addressing barriers faced by women in business and developing the capacity of Civil Society Organizations (CSOs) to provide ongoing support to women-led businesses. Key interventions include ecosystem development, tailored entrepreneurship programs, and capacity-building activities for CSOs across Iraq, with a focus on regions impacted by conflict and social instability.

Objectives of the Assignment

The primary goal of this assignment is to:

  • Enhance participants’ understanding of the Do No Harm (DNH) framework, including its principles, tools, and relevance in conflict-sensitive programming.
  • Equip participants with practical tools and methods to identify, analyze, and respond to potential negative impacts of humanitarian and development interventions.
  • Encourage participants to critically assess their own work and apply the Do No Harm (DNH) framework to real-world scenarios within their specific operating contexts.
  • Provide actionable recommendations and post-training guidance.

Scope of Work and Responsibilities

The consultant will work closely with EF, partner CSOs, and other relevant stakeholders to support the development of Do No Harm (DNH) assignment under the IWEE project. Key responsibilities include:

  • Training Design and Material Development: Design a comprehensive training curriculum on the Do No Harm (DNH) approach, including interactive methods and real-life case studies and support in materials such as presentations, handouts, and group activities.
  • Training Sessions: Engaging sessions, group work and simulations that enhance the CSOs understand Do No Harm (DNH)principles along with encouraging critical reflection and contextual application of conflict-sensitive approaches.
  • Monitoring and Evaluation of Training Impact: Develop and administer pre- and post-training assessments to measure knowledge gains and effectiveness and collect feedback from participants to assess satisfaction, relevance, and learning outcomes.
  • Post-Training Support and Reporting: Provide follow-up recommendations on how to integrate DNH into programming, project design, and field operations and submit a comprehensive final report.

Required Qualifications and Skills

Experience:

 

 

-          At least (5) years of professional experience in humanitarian, development, or peacebuilding settings, with a strong focus on conflict-sensitive programming with experience of designing and delivering training workshops on Do No Harm (DNH).

-          Demonstrated experience applying the Do No Harm (DNH) framework in program design, implementation, or evaluation.

-          Experience in conducting training needs assessments and tailoring content to diverse audiences and cultural contexts.

-          Ability to work independently and collaboratively, with cultural sensitivity.

Skills:

 

-          Strong knowledge of the Do No Harm (DNH) framework, conflict sensitivity tools, and principles of ethical programming.

-          Excellent facilitation, communication, and interpersonal skills.

-          Strong analytical and report-writing skills.

-          Proficiency in English , Arabic and Kurdish is required.

Personal Attributes:

-          Strong interpersonal and communication skills.

-          Ability to work independently and in a multicultural environment.

-          Flexibility to travel within Iraq as required

Reporting and Coordination

  • The expert will report to the IWEE Project Manager and work closely with other project team members and partner organizations.
  • Regular meetings with IWEE management to track progress.
  • Close collaboration with local CSOs and other project partners.

Travel Requirements

  • The expert will be expected to travel within Iraq and conduct a training with CSOs and other partners.
  • Travel costs will on applicant expenses.
