Description

1. Background and Context

The Livelihood and Social Cohesion Project implemented by Dijla Agricultural Association (DAA) in partnership with ASB, funded by BMZ in Nineveh Governorate, Iraq. The project aims to support economic development by promoting vocational training, the establishment of small and medium-sized enterprises (SMEs), and the strengthening of community development committees for enhanced social engagement.

As part of its Monitoring, Evaluation, Accountability, and Learning (MEAL) system, the project seeks to strengthen its capacity to utilize Kobo Toolbox as an advanced monitoring and tracking platform and integrate Kobo data with Power BI for data visualization, reporting, and evidence-based decision-making.

While basic KoboToolbox is already utilized by the organization for routine data collection, there is a need to enhance staff capacity in utilization/designing advanced Kobo-based monitoring systems, implementing longitudinal beneficiary and SME tracking, ensuring data quality and validation, and utilizing Power BI for automated dashboards, reporting, and analysis.

To address this need, DAA seeks a qualified consultant/trainer to provide practical, hands-on training and technical guidance on Advanced KoboToolbox and Power BI application within development and livelihood programming.

2. Objective of the Assignment

The overall objective of this assignment is to strengthen the technical capacity of DAA staff to independently design, manage, analyze, visualize, and report project data using Advanced KoboToolbox and Power BI.

Specific objectives include:

• Strengthening participants' understanding of data management systems and monitoring frameworks.

• Build practical skills in designing advanced KoboToolbox forms and tracking systems.

• Enhance participants' ability to establish beneficiary, SME, and community-level tracking mechanisms.

• Improve knowledge and application of data quality assurance and validation processes.

• Develop participants' skills in integrating KoboToolbox data with Power BI.

• Strengthen capacities in data analysis, visualization, dashboard creation, and reporting.

• Enable participants to independently manage, maintain, and expand Kobo-based monitoring systems for current and future projects. 

 

3. Consultant shall provide practical training covering:

Phase 1 – Capacity Assessment and Training Preparation The consultant/trainer shall:

• Review relevant project documents, including logfrmes, indicator tracking tables, MEAL plans, monitoring tools, and reporting requirements.

• Conduct a rapid capacity assessment of participants to evaluate their existing knowledge and skills related to KoboToolbox, data management, and Power BI. 

• Develop a tailored training agenda, training report methodology, and training materials based on identified needs in English language. 

• Coordinate with DAA to finalize participant lists and training logistics, Advanced KoboToolbox Training requirements. 

Phase 2: The consultant shall provide practical training covering:

2.1 Advanced Form Design- Kobo Application  

• XLS Form structure and design, skip logic and conditional questions, calculations and automated fields and constraints and validation rules.

• Dynamic question generation, use of repeat groups, cascading select questions and data quality controls.

2.2 Beneficiary and SMEs Tracking Systems

• Designing longitudinal tracking systems, establishing unique beneficiary identifiers.

• SMEs tracking methodologies community development committee monitoring.

• Linking records across multiple forms and datasets, tracking repeated visits and follow-up monitoring, designing unique ID structures for beneficiaries, SMEs, community development committees, and projects.

• Designing multi-project tracking systems and longitudinal monitoring frameworks.

2.3 Mobile Data Collection

• Kobo Collect and field deployment, offline data collection and synchronization.

• User management, permissions, troubleshooting common field issues.

Phase 3: Data Management and Data Quality Assurance:

3.1 Data Management Fundamentals

• Data lifecycle management, data storage and organization, data security and confidentiality.

• File management structures, data Quality Assurance, data validation procedures.

• Data cleaning techniques.

3.2 Duplicate detection and management.

• Implementing consistency checks, error identification, and correction processes  

• Establishing quality assurance workflows for data integrity  

• Enforcing data governance policies and standards  

• Managing data access through user roles and permissions  

• Developing backup and recovery procedures to prevent data loss Upholding data protection principles to ensure confidentiality, integrity, and security  

Phase 4: Power BI Training

The consultant shall provide hands-on training covering:

4.1 Introduction to Power BI

• Power BI components and architecture.

• Data sources and connections.

• Power BI interface and navigation.

4.2 Dashboard Development

• Creating interactive dashboards, developing visualizations, filtering and drill-down functionality.

• Dashboard design principles and data storytelling techniques.

4.3 Reporting and Analysis

• Developing project monitoring dashboards.

• KPI tracking and visualization.

• Beneficiary and demographic analysis.

• SME growth tracking.

• Employment monitoring.

• Community engagement reporting.

• Geographic data Visualization

4.4 Automated Reporting

• Report on scheduling, data refresh mechanisms, and sharing dashboards securely.

• Exporting reports and visualizations.  

Phase 5– Kobo Toolbox and Power BI Integration:

 The consultant shall provide practical instruction on:

• Exporting and structuring Kobo Toolbox data.

• Connecting Kobo Toolbox datasets to Power BI.

• Data transformation and preparation.

• Building data models.

• Managing relationships between datasets.

• Automating data refresh processes.

• Troubleshooting integration challenges.

Participants should gain practical experience in creating a complete workflow from data collection through visualization and reporting.

Phase 6: Practical Application and Coaching:

The consultant shall facilitate practical exercises using actual or simulated project datasets.

Participants shall develop:

• Advanced Kobo Toolbox forms, beneficiary tracking systems.

• Data quality control mechanisms.

• Power BI dashboards and automated reports.

 

4. Expected Deliverables

The consultant shall provide the following deliverables:

Training Materials in English language for 3 Days training and 10 participants maximum including: Inception Report, Training Methodology, Agenda (To review TOR sections from phase 2 – phase 5), Daily Presentation (to review TOR contents), Pre- Post Test and Training Evaluation Content. 7th July 2026

Participant Handouts and Practical Exercises (optional). 7th July 2026

Advanced Kobo Toolbox raining package 7th July 2026

Power BI training package 7th July 2026

Final Training Report in English including recommendations, lessons learned, Training Evaluation, Pre-post result. 20th July 2026

The Trainer shall provide coaching and technical support throughout the practical sessions as well as 2 hours online session per week for 2 months after the training completion for maintenance or any other requirements If requested from DAA team.

 

5. Duration of Assignment

The assignment is expected to be completed within 14 working days between 6 July 2026 and 20 July 2026.

 

Qualifications & Preferred Skills

• University degree in Information Technology, Computer Science, Data Science, Monitoring and Evaluation, Statistics, Social Sciences, or a related field.

• Minimum five (5) years of relevant professional experience.

• Demonstrated expertise in Kobo Toolbox, including advanced form design and digital data collection systems.

• Proven experience using and training others on Power BI.

• Experience in data management, data quality assurance, and monitoring systems.

• Experience designing beneficiary tracking and monitoring systems.

• Proven experience delivering training and capacity-building programs to non-technical participants.

• Fluency in Arabic and good working knowledge of English.

• Experience working with NGOs, humanitarian, and development programs.

• Experience in livelihoods, employment, SME development, or social cohesion programming.

• Knowledge of MEAL systems and indicator tracking frameworks.

• Experience in Iraq or similar contexts. 

• The consultant will work under the overall supervision of DAA in close coordination with ASB.

• Regular coordination meetings will be held throughout the assignment to review progress, address challenges, and ensure the training responds to organizational needs.

• All deliverables shall be subject to review and approval by DAA and ASB before being considered final.

• All training materials, manuals, presentations, templates, guidance documents, datasets, exercises, and outputs developed under this assignment shall become the joint property of DAA and ASB.

• The consultant shall provide all materials in editable formats upon completion of the assignment.
