Objective:
The Cash & Market specialist 2 will designs, plans, implements, and monitors the Economic Security (EcoSec) department’s cash transfer and market-based programs in line with the Iraq strategy. Working under the supervision of their hierarchical superior, the position includes, among other responsibilities, program management, data analysis and reporting, internal and external coordination. He/She will contribute to the strategic orientations for the Economic Security (EcoSec) department and will also carry out field and office work related to implementing and monitoring the ICRC’s cash-transfer and market-based programmes across all four sub-delegations (Baghdad, Erbil, Mosul, and Nasiriyah), including the Micro Economic Initiatives (MEI) program. The position is based in Baghdad with up to 50% of his/her time dedicated to field work.
Key Responsibilities:
Contribution to the analysis of the socioeconomic and humanitarian context in Iraq.
- Analyses the socio-economic environment in relation to the ICRC and contributes to the understanding, documentation and analysis of the review of secondary data on the economic security situation, especially relevant to the cash transfer and market-based programming.
- Participates in the expansion and reinforcement of EcoSec's network of contacts among the population, local authorities and other stakeholders, especially counterparts in Ministries; and maintains a level of interlocution as needed.
- Promotes collaboration between EcoSec and the Iraqi Red Crescent in relation to cash transfer mechanism.
Responsible for the Cash and Voucher Assistance (CVA) program design, implementation, and monitoring.
- Contributes to guiding teams to use appropriate methods, planning, implementation, logistics and formats during the different phases of livelihood projects (such as micro-economic initiative in urban contexts), using cash transfers, and provides the necessary guidance.
- Contributes to needs assessments and risk mitigation analysis as needed.
- Evaluates project progress and provides advice on how to improve results. Integrates best practices in accountability to beneficiaries throughout the program cycle design, according to the Delegation's AAP standards.
- Coordinates with other departments (Protection, Weapon and Contamination, Health/Physical rehabilitation program, Cooperation) to ensure an integrated response in the design and implementation of CVA programs.
- Manages and monitors the logistic processes in maintaining the FSP Framework Agreement(s) to ensure maximum options for EcoSec activities.
- Explores new FSP(s) and delivery mechanism(s) in the changing financial landscape of Iraq.
- Follows the trends and issues related to cash within the country through external sources (eg. news, cash working groups).
- Monitoring the budget expenses, implementation rate and contribute to initial budget allocation in addition to annual review of transfer values with cash advisors or program focal points.
Contributes to market-based programming and external coordination.
- Analyses data collected to identify economic security gaps and develop scenarios.
- Support market assessments and analyses and interprets the data collected in order to select and design response options.
- Represent the ICRC in the monthly Cash forum meeting.
- Maintain updated the mapping of stakeholders of NGOs implementing cash and market based programing.
Tool and database management A&E and AAP
- In collaboration with the Analysis and Evidence (A&E) department, oversees A&E processes related to CVA and Markets according to the PfR and ensures that monitoring (design and adjustment of data collection tools) is carried out, thus ensuring Monitoring and Evaluation requirements.
- Contribute to the monitoring framework of CVA programs, in liaison with A&E and the SDs.
- Provides good level interpretation of quantitative and qualitative data analysis and good level data analysis to identify economic security gaps and develop scenarios.
Ensure comprehensive and concise institutional reporting.
- Contributes to internal institutional reporting (MfR, QER, Planning for results, etc.).
- Update the different reporting tools (budget follow up, CVA tracker, etc.) providing quick analysis to adapt pace of implementation.
- Contributes to the elaboration of thematic reports, according to the needs of the department.
Education and Professional Experience required:
- University degree in social sciences, economics, business management, agronomy, or related field from an accredited academic university or institute.
- At least five years of professional experience, including 2-3 years’ experience of management experience in cash based programming, Monitoring & Evaluation, Food Security & Livelihood projects or similar field.
- Experience with international organizations and market-based programming interventions is an advantage.
- Fluency in English and Arabic is required. Professional knowledge of Kurdish is an asset.
- Very good knowledge of Microsoft office applications
- Very good analytical skills.
- Preferred project management professional experience.
- Experience with the Market System Development (MSD) approach would be a strong asset.
- Good multitasking and project management skills.
- Motivated, dynamic and willing to take initiatives.
