Terre des Hommes Italy (TDH Italy) is an international non-governmental organization working to protect and support vulnerable children, women, families, and communities. In Iraq, TDH Italy implements humanitarian and development programmes aimed at strengthening protection systems, improving access to essential services, and promoting the well-being and dignity of vulnerable populations.

Position Summary

TDH Italy is seeking a qualified and experienced Case Worker to provide safe, confidential, and high-quality case management services for children at risk and women and girls affected by or at risk of violence.

The Case Worker will identify protection needs, conduct individual assessments, develop case action plans, provide direct support, facilitate referrals, and regularly follow up with individuals and families. All services must follow survivor-centred, child-friendly, Do No Harm, confidentiality, informed consent, and best-interests-of-the-child principles.

Main Responsibilities

Under the direct supervision of the Protection Officer/Project Manager, the Case Worker will:

• Identify and register children, women, and girls requiring individual protection assistance according to the project’s eligibility criteria.
• Provide comprehensive case management services for child protection and violence against women and girls.
• Conduct safe, confidential, and age-appropriate individual assessments to identify risks, needs, strengths, and available support.
• Develop individual case action plans in consultation with the individual and, when appropriate, the child’s parent or caregiver.
• Provide accurate information about available protection services, rights, and support options.
• Obtain informed consent and, where applicable, the child’s informed assent before providing services or making referrals.
• Provide basic emotional support and psychological first aid within the limits of the Case Worker’s role.
• Refer individuals to appropriate internal and external services, including healthcare, mental health and psychosocial support, legal assistance, education, shelter, and livelihood services.
• Follow up regularly on referrals and case action plans to ensure that the required services are received.
• Conduct safe home visits when necessary, appropriate, and approved by the supervisor.
• Participate in case conferences and best-interest assessments when required.
• Develop safety plans with women, girls, children, and caregivers when protection risks are identified.
• Ensure that the views, wishes, safety, dignity, and best interests of individuals are considered throughout the case-management process.
• Maintain accurate, complete, confidential, and updated case records in accordance with TDH Italy’s procedures and data-protection standards.
• Store physical and electronic information securely and share information only on a strict need-to-know basis.
• Immediately report safeguarding concerns through TDH Italy’s approved reporting channels.
• Coordinate with relevant government departments, community-based structures, and specialized service providers.
• Maintain and regularly update the service mapping and referral pathways.
• Conduct protection awareness activities when requested by the supervisor.
• Participate in supervision sessions, technical meetings, training, and capacity-building activities.
• Prepare weekly and monthly reports without disclosing personally identifiable or confidential information.
• Support the identification of service gaps, protection trends, and challenges affecting children, women, and girls.
• Comply with TDH Italy’s Code of Conduct, safeguarding, Child Protection, Prevention of Sexual Exploitation and Abuse (PSEA), and data-protection policies.
• Perform other relevant duties assigned by the direct supervisor within the scope of the position.

Qualifications & Preferred Skills

• Bachelor’s degree in Social Work, Sociology, Psychology, Education, Law, or another relevant field.
• Minimum of two years of relevant professional experience in protection case management.
• Demonstrated experience working on child protection cases and/or cases involving violence against women and girls.
• Previous experience working with national or international NGOs is strongly preferred.
• Good understanding of case-management steps, referral procedures, risk assessment, safety planning, and case closure.
• Knowledge of child safeguarding, the best interests of the child, survivor-centred approaches, confidentiality, and informed consent.
• Ability to communicate sensitively and respectfully with children, women, girls, families, and vulnerable individuals.
• Strong interviewing, active-listening, problem-solving, documentation, and follow-up skills.
• Ability to manage sensitive information professionally and maintain strict confidentiality.
• Ability to work under pressure and manage multiple cases while maintaining service quality.
• Strong teamwork, coordination, and interpersonal skills.
• Non-judgmental attitude and commitment to dignity, non-discrimination, and Do No Harm principles.
• Good computer skills, particularly Microsoft Word, Excel, email, and electronic data-entry systems.
• Fluency in spoken and written Arabic is required.
• Working knowledge of English is preferred.
• Knowledge of local services and referral pathways in Baghdad is an advantage.
