Education and Qualification

  • Bachelor’s degree in social sciences
  • A minimum of three years’ experience in GBV project management and implementation associated with capacity building roles

Project Summary

CARE International Iraq is leading a consortium for a project that will respond to and prevent gender-based violence in Ninewa and Diyala as these Governorates are identified as those with the highest risks and major gaps in GBV prevention and response services. Specific to Diyala, the project will address the needs in the Baquba district, targeting Beni-Saad and Buhriz sub-districts and for Ninewae the project will address the needs in the Al-Hamra and Al-Baaj districts of the Ninewa governorate, targeting Markas Al-Hatra, Al-Qahtania, and Markaz Al-Baaj sub-districts.

Job Summary

The Capacity Building Officer will be seconded to the national partner for purposes of capacity training. Based in the National Partner Office in Baquba, Diyala, primarily, the incumbent will work with the partner and CARE’s Programme and support units to map the partner’s capacity development needs and schedule specific inductive activities around project planning processes, development, and execution of costed work plans. S/he will reach out to other CARE GBV Programme and support department heads in Duhok through the GBV Coordinator to organize short onsite trainings by CARE to partner staff. The position doubles-up as Income Generating Activities (IGA) Officer and will directly deliver planned IGA activities in Diyala allocated to CARE including organizing participants and other logistical arrangements for the VT trainings, facilitating disbursement of micro-business grants to GBV survivors, vulnerable women, and girls and other IGA activities on the ground with technical direction of the IGA Officer. Essentially, the position replicates activities articulated below for Income Generation Assistants.

Responsibilities and Tasks but not limited to:

 

  • Work closely with CARE national partner to assess, map and identify CRAE partner’s capacity development needs
  • Based on findings from the capacity needs assessment, develop a capacity development plan and ensure its timely implementation.
  • Prepare activity and training reports for review by GBV Project Coordinator and submission to Programme Manager for approval.
  • Effectively manage budget related to trainings and capacity buildings activities of the projct to ensure spending is timely and in accordance with donor requirements.
  • Work closely with GBV Project Coordinator and Gender and Protection Manager and PQDM to develop and review appropriate training materials, guidance, and procedures for partner and CARE Staff.
  • Closely work with the GBV project coordinator and facilitate on the job support to partner staff by department heads based in Duhok as well as
  • Lead on all the logistics related to the preparation and organizing of trainings for partner and CARE project staff of .
  • Archive training documents: materials, attendance sheet, and training report and ensure ease of access to them.
  • Ensure all respective sectors have access to training and professional development resources appropriate to their skill gaps/needs.
  • Maintain open and professional relations with team members, promoting a strong team spirit, oversight and guidance to staff enabling successful performance of duties.
  • Schedule specific inductive activities around project capacity development plans processes, and execution of costed work plans.
  • Double-up as IGA Officer and deliver planned IGA activities in Diyala allocated to CARE including organizing participants and other logistical arrangements for the VT trainings, facilitating disbursement of micro-business grants to GBV survivors, vulnerable women, and girls and other IGA activities on the ground with technical direction of the IGA Officer.
  • Any other relevant task as requested by the line manager in scope of the project.
