Description
Purpose
- Supervise Change Agent (CA) and Male Engagement Program (MEP) Trainers to ensure effective training delivery, adherence to schedules, accurate attendance tracking, and timely stipend processing.
- Lead the implementation of Women for Women International’s (WfWI) Change Agent Program, supporting grassroots women’s leadership and advocacy by overseeing planning, training, action plan execution, and thorough documentation of progress, challenges, and impact.
- Support the rollout of the MEP initiative by guiding male champions in developing and implementing advocacy plans, while ensuring coordination between MEP and CA participants to foster inclusive and gender-sensitive community engagement.
- Track program data rigorously, assist in advocacy campaigns and public events, and maintain strong internal coordination to guarantee seamless project execution.
- Inform participants about referral services available within their communities and report on progress, challenges, and lessons learned.
- Be a committed advocate for gender equality and women’s empowerment through grassroots advocacy.
Engagement
- Act as the primary focal point for WfWI-Iraq’s advocacy work by actively engaging:
- With local and regional government bodies (Directorates of Women’s Affairs, Education, Health, community police).
- With Civil Society Organizations (CSOs), Women’s Rights Organizations (WROs), and feminist networks/work groups.
- With community leaders, including tribal and religious authorities, to build trust and mobilize advocacy support.
- In coordination bodies and sector working groups, including UN-led task forces, advocacy coalitions, and women peace and security platforms.
- Internally, closely coordinate with:
- WfWI Iraq’s program team (SWSN, Program Officers, and NISSAM).
- WfWI Global teams, especially Communications and the Global Policy and Advocacy Team (GPAT), for content sharing, visibility, and joint advocacy efforts.
- Organize networking, learning, and advocacy sessions involving CA and MEP participants and external actors such as community-based organizations and service providers.
- Work closely with the MERL team to ensure accurate data collection, entry into RESCO, and comprehensive reporting for both programs.
- Ensure proper organization, preservation, and accessibility of participant data and documentation.
- Collaborate with Trainers to create opportunities for joint advocacy efforts between Change Agents and MEP participants.
- Identify and engage in external advocacy spaces, meetings, and campaigns to raise WfWI’s profile and build strategic alliances.
- Collaborate with partners for joint advocacy efforts with clear, measurable objectives aligned with Change Agents’ priorities (e.g., GBV, economic empowerment).
- Support communication and visibility efforts by collecting and sharing success stories from participants and field activities.
Internal Coordination
- Serve as the focal point between Advocacy and other departments (MERL, PCC, Programs, Finance) to ensure integrated program delivery.
- Coordinate with Finance and People Capability and Culture (PCC) in relation to trainer contracts, attendance sheet, stipend disbursements, and logistical arrangements.
- Work with Communications to document impact stories and increase visibility of CA and MEP programs.
- Align program implementation with monitoring and evaluation frameworks in collaboration with MEARL.
- Participate in internal planning, learning, and debriefing sessions to provide updates, address challenges, and suggest program improvements.

Delivery |
- Oversee full implementation of the CA (4-month) and MEP (6-month) training curricula by
- Developing and reviewing training schedules and lesson plans.
- Supervise CA and MEP Trainers by:
- Reviewing and approving daily/weekly training schedules.
- Ensuring training delivery aligns with project objectives.
- Overseeing completion and accuracy of attendance sheets.
- Providing continuous coaching, guidance, and performance feedback.
- Support Trainers, Change Agents, and MEP Champions in developing and executing advocacy action plans responding to community needs.
- Facilitate regular meetings with Trainers and participants to gather feedback, plan activities, and promote peer learning.
- Conducting regular field visits to monitor training quality and resolve issues.
- Monitoring participant engagement and retention and working with Trainers to overcome barriers.
- Ensuring accurate documentation of activities, including participation agreements, success stories, case studies, challenges, and lessons learned.
- Submitting timely, detailed weekly and monthly reports on CA and MEP activities.
- Leading organization of key advocacy and visibility events (e.g., 16 Days of Activism, International Women’s Day, SWSN or Adolescent girls’ graduations) in collaboration with Trainers and Communications staff.
- Collaborating with the Global Advocacy team and supervisor to develop or adapt training tools and exercises.
- Ensuring advocacy activities are strategically planned and aligned with WfWI’s advocacy priorities, including policy influence, awareness-raising, and community mobilization.
- Ensure of documenting of learning as processing the Advocay initiatives and implementation.
Compliance

- Education: Minimum bachelor’s degree in social studies or any relevant field.
- Years of experience: 3-4 years of work experience in relevant fields, preferably within the INGOs sector and at least 1 year at a supervisory level.
- Demonstrated experience in training adults and adult learning methodologies.
- Demonstrated experience in grassroots community mobilization and advocacy.
- Strong interpersonal and team collaboration skills.
- Proven ability to lead daily operations, manage multiple stakeholders, and oversee staff performance.
- Effective communication skills and the ability to build rapport with communities and participants.
- Demonstrated ability to identify opportunities, take proactive action, and drive advocacy efforts independently.
- Proven ability to analyze complex situations, evaluate options, and make informed decisions that benefit the organization and its mission.
- Good level of knowledge and understanding of the barriers to women’s rights and empowerment in Iraq
- Must be attuned to the situation and needs of the women in the program to give proper advice.
- Ability to work with minimum supervision, and under pressure.
- Ability to have flexible work schedule which may include early mornings, evenings, and weekends. May be required to occasionally work beyond normally scheduled hours.
- Ability and willingness to travel around the country as required.
- High proficiency in English and Arabic (speaking, reading, and writing) is required; knowledge of Kurdish is an added advantage.
- Strong computer skills in MS Word, Excel, Power Point, and email applications.
