Description

Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

We are seeking to employ a candidate for the following position:

Transport and Customs Supervisor

The main purpose of the job:


Planning and supervising the day-to-day implementation of procedures and administrative processes for the efficient clearance and transportation of medical and non-medical goods in the mission according to MSF protocols, standards, and procedures to ensure the optimal functioning of the mission.

Accountabilities:


• Planning and supervising the day-to-day activities and administrative processes to ensure an efficient running of the clearance and transportation processes of medical and non-medical goods for a supply office (coordination or project), ensuring compliance with MSF standards, protocols, and procedures. These activities include but are not limited to the following:
o Acting as a forwarding agent for the mission by ensuring all the importation processes in liaison with clearing agents through follow-ups of all importation processes to release the goods as fast as possible; following up on the MOU and liaising with the Ministry of Finances and others for taxes exemption. Being the focal person of the Ministry of Health for the import license by providing all the details on the content of the importations
o Conducting local context watch and proposing best routing for local transport taking into consideration the nature of goods and timing and participating in the network for cargo transportation possibilities with the other sections. Organizing regular market consultations and tenders on transport local market (Road, Air …)
o Being responsible for the reception of international freight
o Planning, prioritizing and organizing the shipment of goods purchased locally and managing all related administration documents.
o Communicating with customers, prioritizing transport according to their needs.
• Coordinating and leading the team under his/her responsibility including the daily workers, defining each person's tasks (daily supervision and checking the quality of their work); drawing up working schedule and organizing and leading team meetings
• Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development, and communication) of the staff under his/her responsibility to ensure both the sizing and the amount of knowledge required.
• Performing delegated tasks according to his/her specialty and as specified in his/her job description.

 

MSFCH Context Specific Requirements:


• Taking charge of the pre-clearance procedures for both medical and non-medical items at KRG, coordinating with Baghdad bases to have a smooth and swift pre-clearance process via Baghdad, ensuring effective collaboration with internal and external stakeholders.
• Serving as the main contact point with relevant authorities for the pre-clearance process, including JCC, KMCA, MOH, MOF, and other entities.
• Timely sharing of information with the concerned department (Log/OPS) in case of blockage or announcement of new preclearance rules and suggest the next steps.
• Continues and smooth communication between, Dohuk, Baghdad, and Erbil bases to have NOC in time for the movement of goods.
• Actively engaging with the Dohuk team to coordinate stock movements between Erbil and Duhok, as well as Duhok to various project locations.
• Transport planning for movement of items within Iraq keeping in mind cost efficiency and responsiveness.
• Conducting an annual assessment of the market for transport and customs agents and evaluating service providers annually.
• Contributing to the monthly Supply report by providing transport and customs data.
• Acting as the focal point for the MSF LOG (European supply centers) in handling cargo matters, including granting approval and managing receptions.
• Intersectional information sharing on transport and customs process.
• Updating transport and customs SoPs (IQ mission) and creating flow charts of the pre-clearance process

Qualifications & Preferred Skills

Specific requirements for the role:

Education: - Essential: A university degree or diploma in transport and customs management is an asset.


Experience: - At least 2 to 3 years of work experience in the supply department
                   - Previous work experience in Transport and Customs is an asset.
                   - Previous work experience with INGOs


Languages: - Essential fluency (English and Kurdish (B2) and Arabic Language.


Knowledge: - Essential: Computer literacy, mastering MS WORD and MSF Excel. ERP knowledge is an asset.
